Weekly Briefer for the June 28 to July 4, 2021 Period

Philippine Fisheries Development Authority (PFDA) Regional Fish Ports (RFP) significantly recovered from last week’s fish unloading decline after registering a 27.79 percent increase, equivalent to 11,326.17 metric tons (MT) of fish, during the June 28 to July 4, 2021 period. 

According to a two-week comparative report prepared by the Operations Services Department (OSD), PFDA – Navotas Fish Port Complex (PFDA-NFPC) and PFDA – Lucena Fish Port Complex (PFDA-LFPC) has the most significant recovery compared to last week’s unloading slump. Based on record, PFDA-NFPC and PFDA-LFPC recorded 3,751.90 MT (40.36% increase) and 414.48 MT (84.47% increase), respectively.

On the other hand, PFDA – General Santos Fish Port Complex (PFDA-GSFPC) also exhibited an upturn in its fish unloading record with 4,963.20 MT or a 29.60% increase, in contrast to a substantial drop from the previous week. 

In addition, PFDA – Bulan Fish Port Complex continues to tread water with another positive unloading record of 1,543.53 (0.02%). Not far behind is PFDA – Sual Fish Port (PFDA-SFP) who also maintained a positive unloading streak of 54.53%, equivalent to 54.95 MT of fish. 

Moreover, PFDA – Iloilo Fish Port Complex (PFDA-IFPC) and PFDA – Zamboanga Fish Port Complex (PFDA-ZFPC) were also among the fish ports that notably recuperated from last week’s dip with 461.51 MT (29.68%) and 108.65 MT (3.31%), respectively.

Remaining true to its mandate of promoting the development of the fishing industry, Philippine Fisheries Development Authority (PFDA) met with several local government units (LGU) across the country to discuss the establishment of new fisheries post-harvest facilities in their respective cities and municipalities, held on June 23-25 and 30, 2021 via teleconference. 

Tagum City, Davao del Norte and Mati City, Davao Oriental

On June 23, Tagum City Mayor Hon. Allan L. Rellon attended the meeting with PFDA General Manager Atty. Glen A. Pangapalan where they talked about the construction of Tagum City Modern Fish Market. 

According to GM Pangapalan, this project is the first-ever project to be implemented by the PFDA, patterned in the modern fish trade market of Korea, Japan, and Taiwan. In addition, the General Manager noted that the agency opted to pilot Tagum City due to identified surplus and demand for fish and fishery products in the area.

Subsequently, Mayor Rellon said that the memorandum agreement between the two organizations will be immediately reviewed and endorse the same to the sanggunian for the passage of the resolution and immediate commencement of the project. 

Later in the day, PFDA also met with Mati City LGU representatives to review the project construction of Mati Fish Port. The project component for the city includes reclamation, causeway, market hall, administration building, guardhouse, power and water utilities, and drainage system. 

During the meeting, Technical Services Department (TSD) Manager, Engr. Danilo A. Axalan assured the Mati City LGU that the PFDA will assist them on their application for the Environmental Clearance along with other technical details in presenting the same to the local DENR.

Both projects for Tagum City and Mati City will be included in the procurement activities this July. 

Baler, Aurora  and Salcedo, Eastern Samar

Meanwhile, on June 24, the agency convened with Baler LGU to talk about the construction of the Baler Fish Port and Ice Plant and Cold Storage (IPCS) facility in the municipality. During the meeting, it was agreed that the LGU will submit a letter, specifying their additional comments, requests, and/or proposals on the specification of the project.

On the same day, PFDA arranged a meeting with Salcedo LGU to discuss the construction of the Salcedo Fish Port. This development project includes upgrading and improvement of the existing causeway and access road, construction of a new causeway, market hall and admin office, comfort room, guardhouse, power and water utilities, and drainage system. 

During the dialogue, Salcedo Mayor Hon. Atty. Melchor L. Mergal expressed his appreciation of the project and said that it will be fully supported by the LGU. 

Procurement activities for both Baler LGU and Salcedo LGU are also scheduled starting this month. 

Cabugao, Ilocos Sur

On June 25, the agency met with representatives from Cabugao LGU to discuss the construction of the Cabugao Ice Plant. So far, the planned construction is still waiting for the final location, but it already has completed its Detail Engineering. This infrastructure project includes the construction of a 5-metric ton ice plant and cold storage, power and water utilities, drainage system, and site development. 

Malalag, Davao Del Sur

Finally, PFDA linked up with Malalag LGU to talk about the construction of Malalag Fish Port. The project includes reclamation or site development, trading hall, drainage, sewerage system, outside water distribution system, and outside power distribution system. During the meeting, Acting Assistant General Manager Ms. Iris R. de Vera that PFDA assured Malalag LGU that the agency will assist them with the reportorial requirements and will furnish the LGU with the template to ease the LGU with the weight of the report. 

The PFDA will be reviewing more fisheries post-harvest facilities with other LGUs across the country in the coming days.

Philippine Fisheries Development Authority (PFDA), in cooperation with the Navotas City Local Government Unit (LGU), has already inoculated COVID-19 vaccine to 7,030 economic frontline workers or members of the A4 priority group working inside PFDA – Navotas Fish Port Complex (PFDA-NFPC) as of June 30, 2021.  

Since PFDA-NFPC began the rollout of the COVID-19 vaccination program for the A4 priority group on June 7, almost 37% of the approximately 19,000 personnel from PFDA-NFPC, stakeholders and port clients transacting inside the port have already received their vaccination. Some members of the fish port who are under the A2 category or senior citizens and A3 category of people with comorbidities have already received their COVID-19 jab before the said date. 

Starting July 5, A4 category vaccine beneficiaries in PFDA-NFPC will receive the second dose of their COVID-19 vaccine.

Remaining as one of the strongest pillars of the Philippine economy since the start of the COVID-19 pandemic, PFDA continues to support the fishing industry through various interventions, like thorough disinfection activities and this ongoing vaccination program for A4 priority group. 

Through this COVID-19 vaccination initiative by PFDA and Navotas City LGU, PFDA-NFPC is taking another step closer towards herd immunity inside the fish port. This will help empower the sector towards stronger and more efficient port operations and ensure the safety of everyone in the port against the COVID-19 virus.

PFDA Weekly Briefer for June 21 to 27, 2021 period

Due to intermittent rains brought by the southwest monsoon or “Hanging Habagat”, Philippine Fisheries Development Authority (PFDA) Regional Fish Ports (RFPs) have experienced a decrease in the weekly fish unloading volume from June 21 – 27, 2021 unloading period.

According to a comparative weekly report from the Operations Services Department (OSD), PFDA RFPs registered 8,863.38 metric tons (MT) of fish supply, a drop of 24.11% compared to last week’s volume. Based on the report, this decline is due to sporadic rains across large parts of the country which may have affected several port activities. 

Despite the slide, PFDA – Bulan Fish Port Complex (BFPC) and PFDA – Sual Fish Port (PFDA-SFP) managed to surpass last week’s volume by registering 1,543.25 MT (5.19% increase) and 35.56 MT (327.40% increase), respectively. 

In addition, PFDA – Davao Fish Port Complex (PFDA-DFPC) also recorded an increase in its weekly unloading volume equal to 16.99% or 96.31 MT. 

Numbers for PFDA – General Santos Fish Port Complex (PFDA-GSFPC) and PFDA – Navotas Fish Port Complex (PFDA-NFPC) also plunged this week, but they still delivered two of the highest volume of unloaded fish for their clients and stakeholders. These ports registered 3,829.50 MT and 2,673.03 MT of fish, respectively.

National Food Authority (NFA) Administrator and Vice-Chairperson of the Philippine Fisheries Development Authority Board of Directors (PFDA) Atty. Judy Carol L. Dansal met with PFDA – Zamboanga Fish Port Complex (PFDA-ZFPC) Port Manager Mr. Ignacio M. Yao to discuss the port’s upcoming rehabilitation and improvement, held on June 22, 2021. 

Under the national government’s Build, Build, Build Program, the development of PFDA-ZFPC is one of the various flagship projects of the agency in the pipeline for 2021. 

According to PFDA Technical Services Department (TSD), the detailed engineering design for PFDA-ZFPC has already been completed under Consultancy Service and the procurement for the construction of this project is already ongoing. As soon as the pre-development requirements are completed, port clients and stakeholders will soon make the best of a refurbished PFDA-ZFPC in at least 36 months. 

During the tour, Atty. Dansal and PM Yao also visited the newly constructed Market Hall and inspected the Cold Storage facility located in the Port Maintenance & Refrigeration Division (PMRD).

Philippine Fisheries Development Authority (PFDA) met with Philippine National Oil Company Renewables Corporation (PNOC RC) to discuss potential renewable energy development and other energy efficiency projects on June 2, 2021 via teleconference. 

PNOC RC is a government-owned and controlled corporation (GOCC) which aims to be the government’s arm in promoting, developing, and implementing renewable energy and energy efficiency programs in the country. 

During the meeting, PNOC RC discussed the steps and needed requirements to be taken and provided by PFDA and its Regional Fish Ports (RFP) for the possible project implementation which includes preparation of memorandum of understanding between the two agencies, scouting of target location sites of the project, identification of other energy conservation opportunities for the PFDA RFPs, and the like. 

In addition, PNOC RC presented their contribution for the potential partnership with PFDA including a detailed study of the project, important paperwork for the project repair, securing permits and licenses, and preparing of service contract with the Department of Energy, among others. 

PFDA General Manager Atty. Glen A. Pangapalan expressed his excitement about this possible partnership with PNOC RC. He said that they have noticed several cold storages owned by port clients that already installed solar energy panels to power their operations. 

“We are very interested about this renewable energy projects with PNOC RC. We are happy na nag-initiate kayo (PNOC RC) na makapag-usap tayo about potential projects like these. This is a good way to fast-track looming partnerships between GOCCs,” GM Pangapalan said.

On June 17, PFDA General Manager Atty. Glen A. Pangapalan has given PNOC RC the green light coordinate with PFDA – Navotas Fish Port Complex (PFDA-NFPC) to conduct an initial site survey for the project. 

Together with the GM, Acting Assistant General Manager Ms. Iris R. de Vera, Technical Services Department (TSD) Manager, Engr. Danilo A. Axalan and Engr. Tito Rodriguez from TSD, and Legal Division Officer-In-Charge Atty. Jose R. Ruiz III took part in the discussion for PFDA.

PFDA Weekly Briefer for the June 14 to 20, 2021 period

Philippine Fisheries Development Authority (PFDA) Regional Fish Ports (RFP) unloaded a significant volume of 11,679.75 metric tons (MT) of fish for all their clients and stakeholders amid a slight drop in their aggregate weekly fish unloading during the June 14 to 20, 2021 period. 

As shown in a two-week comparative report collected by the Operations Services Department (OSD), despite suffering a minor decline of 3.09 percent, PFDA – General Santos Fish Port (PFDA-GSFPC) and PFDA – Davao Fish Port Complex (PFDA-DFPC) are back on track in delivering more fishery products for their consumers following weeks of fluctuating unloading records due to the dangers posed by the spread of the COVID-19 virus in the southern islands of the country. 

According to the report, both PFDA-GSFPC and PFDA-DFPC were the top-performing ports with the highest increase in volume compared to last week’s fish unloading with 4,938.94 MT (10.70%) and 82.32 MT (59.33%), respectively. 

On the other hand, PFDA – Navotas Fish Port Complex (PFDA-NFPC) suffered a bit of a blow in its positive unloading streak but still managed to deliver 3,977.57 MT of fishery products for its consumers. 

Meanwhile, PFDA – Zamboanga Fish Port Complex (PFDA-ZFPC) and PFDA – Lucena Fish Port Complex (PFDA-LFPC) delivered 241.98 MT and 367.90 MT of fish, respectively, after losing their two-week increasing record. 

In addition, PFDA – Bulan Fish Port Complex (PFDA-BFPC) is a bit on the rocks this week as well, with a 9.06% decline. Nevertheless, the port was able to unload 1,467.06 MT of much-needed fish. 

PFDA – Iloilo Fish Port Complex (PFDA-IFPC) is only 0.43% shy to regain increasing trend but still recorded a significant volume of 595.67 MT. 

Moreover, PFDA – Sual Fish Port returned to fishing this week and delivered 8.32 MT of fish.
