Philippine Fisheries Development Authority (PFDA), through the Development Academy of the Philippines (DAP), conducted a three-day Technical Assistance on Strengthening Risk Management (SRM) Capability Training and Workshop held at the University Hotel, University of the Philippines, Diliman, Quezon City and via teleconference on October 26-28, 2022.
The three-day course intends to enhance the knowledge and understanding of the Risk Management (RM) Core Team of the PFDA on the principles, framework, and processes defined in ISO 31000:2018 RM guidelines. According to DAP, an in-depth understanding of said topics will allow the participants to identify areas for strengthening the RM vis-a-vis the ISO 9001:2015-certified QMS, including existing activities, approaches, and documented information.
In September 2022, the PFDA and DAP signed a Memorandum of Understanding to strengthen the implementation of ISO 9001:2015 QMS risk-based thinking through the adoption of ISO 31000:2018 RM guidelines. This partnership’s project timeline and modality will run until December 2022.
PFDA Officer-in-Charge General Manager Ms. Iris R. de Vera expressed her appreciation to DAP for choosing PFDA as one of the beneficiaries of this training on risk management. During her opening speech, OICGM de Vera emphasized the importance of risk management in an organization like PFDA.
“This training on risk management will be very useful dahil sa susunod na mga taon, we can focus on the plan that we are going to prepare. Itong enhancement na gagawin natin sa existing plan natin ay magagamit talaga natin. Tandaan natin na marami tayong mga pagsubok sa ating kapaligiran. We must make an action plan to mitigate all those risks that we have identified and will identify in the future,” OICGM de Vera said.
OICGM de Vera also noted that this three-day training and workshop is very timely for the agency to finalize and make a more accurate risk management plan using the new template based on the latest ISO guidelines on risk management.
Ms. Jane C. Javier of the DAP Project Team served as the resource speaker for the three-day workshop. During the training, Ms. Javier discussed three different modules that are very relevant to risk management. Firstly, Ms. Javier talked about the relevance of Risk Management in QMS, followed by the ISO 31000 Risk Management Principles and Framework. Lastly, Ms. Javier discussed the ISO 31000 RM Process. Participants also studied Risk Review and Monitoring and Risk Recording and Reporting.
Some 30 participants from the PFDA Central Office and Regional Fish Ports (RFP) actively participated during the three-day SRM training and workshop. The workshop was organized by the Project Evaluation Division - Operations Services Department.

Philippine Fisheries Development Authority (PFDA) received a token of recognition for its invaluable support cooperatives in the country during the Cooperative Development Authority (CDA) Gawad Parangal 2022, held at the Manila Hotel, City of Manila, on October 28, 2022.
On October 2021, the PFDA and CDA inked a Memorandum of Understanding as part of the launching of the isDA ON THE GO (iOTG) partnership project. Since the collaboration started, the iOTG program has assisted more than 50 cooperatives in Luzon, Visayas, and Mindanao.
The PFDA-CDA partnership has provided these cooperatives with top-of-the-line inverter chest freezers, which will be utilized for the selling of fresh-frozen fishery products under the iOTG initiative.
The awarding ceremony is in line with the celebration of National Cooperative Month with the theme “KoopPinas: Nagkakaisang Lakas Para sa Makabuluhan at Sama-samang Pag-unlad!”

Philippine Fisheries Development Authority (PFDA) Regional Fish Ports (RFP) managed to deliver 27,106.31 metric tons (MT) of fishery products despite the recent devastation brought by Super Typhoon Karding and four other strong typhoons in September 2022.
Amid hoisted storm signals all over the country, all PFDA RFPs have guaranteed enough supply of fish for all its clients and stakeholders nationwide. Leading this month’s unloading is the PFDA – General Santos Fish Port Complex (PFDA-GSPFC) with 12,371.10 MT of fish supplied to its consumers.
Meanwhile, despite Karding’s damage to the heavily populated main island of Luzon, the PFDA – Navotas Fish Port Complex (PFDA-NFPC) maintained a five-digit fish unloading at 10,566.13 MT.
On the other hand, despite Karding’s first landfall as a super typhoon in the province of Quezon, the PFDA – Lucena Fish Port Complex (PFDA-LFPC) made sure that a much-needed supply of fish is available to their consumers. As of September 19, the Quezon port unloaded 1,091.97 MT of fish.
In addition, the PFDA – Bulan Fish Port Complex (PFDA-BFPC) and the PFDA – Sual Fish Port (PFDA-SFP which are also both in typhoon-battered Luzon managed to deliver 226.45 MT and 381.29 MT of fish in September, respectively.
Moreover, as Western Visayas sustained significant damage during ST Karding, the PFDA – Iloilo Fish Port Complex (PFDA-IFPC) defied torrential rains and unloaded 1,619.66 MT of fish.
On the other hand, some fishing vessels were stranded in the southern portion of the country due to ST Karding. Amidst the dangers of the typhoon, the PFDA – Davao Fish Port Complex (PFDA-DFPC) and the PFDA – Zamboanga Fish Port Complex (PFDA-ZFPC) continued some of their operations to provide quality and enough supply of fish. The Mindanao ports delivered 482.80 MT and 366.91 MT of fish, respectively.
According to the Department of Agriculture (DA), the cost of agricultural damage due to Karding has reached P3.12 billion and affected at least 108,594 farmers and fisherfolk nationwide.

Philippine Fisheries Development Authority (PFDA), in coordination with the TÜV Rheinland, conducted a two-day Internal Audit Course for ISO 9001:2015 standard in accordance with ISO 19011:2018 Management System Auditing Guidelines held at the PFDA Central Office Conference Room and via teleconference on October 24 to 25, 2022.
Organized by the PFDA – Internal Audit Department (PFDA-IAD), the two-day training is part of the capability-building program for the Internal Quality Audit (IQA) Team of the Central Office and the PFDA – Zamboanga Fish Port Complex (PFDA-ZFPC).
In addition, this course aims to enhance their skills and competency in terms of Internal Quality Audit on Quality Management System (QMS) based on the requirements of ISO 9001:2015 and guidelines of ISO 19011:2018.
In her opening message, Quality Management Representative (QMR) and Corporate Planning and MIS Department Manager Ms. Gina J. Reyes encouraged all IQA members “to give full attention during the training because this is a great opportunity to strengthen the agency’s QMS.”
Mr. Christopher M. Adlawan of the TÜV Rheinland Philippines Inc. served as the resource speaker during the two-day Internal Audit Course. Participants understood and applied key updates of ISO 19011:2018 on auditing principles. They also learned about the design, implementation, and review of internal auditing. Mr. Adlawan also discussed an overview of Risk Management for Quality Management System and Root Cause Analysis during the training.
At the end of the two-day training, Mr. Adlawan gave a post-examination to IQA Team members, officially recognizing them as Internal Quality Auditors who can properly and efficiently conduct internal audits on the agency’s QMS.

Philippine Fisheries Development Authority – Gender Focal Point System (PFDA-GFPS) conducted a three-day Gender and Development (GAD) Planning and Budgeting for Fiscal Year (FY) 2023 and 2024 and GAD Agenda 2023 to 2028 at the University Hotel, University of the Philippines, Diliman, Quezon City. on October 19 to 21, 2022.
The three-day workshop follows the Philippine Commission on Women’s (PCW) Memorandum Circular No. 2022-03 about the Preparation and Online Submission of FY 2023 GAD Plans and Budgets. The activity was attended by GAD TWG representatives from all PFDA Regional Fish Ports (RFPs) nationwide and PFDA Central Office.
PFDA-GFPS Overall Technical Working Group (TWG) Head and Public Information Division Chief Mr. Mc Christian Julius A. Macaranas II welcomed everyone in this three-day activity which he noted as the most intensive and extensive part of the entire PFDA-GFPS.
“I always say that GAD is a passion project because if it's not within you, it will not show. If ma-immerse ka sa GAD... it may impact the way you will raise your children and make things better for the society," Mr. Macaranas said.
For day one, each RFP representative had a one-by-one session to present their existing GPB 2023 and 2024. This was followed by the presentation and discussion of the GAD Agenda for 2023 to 2028 led by Mr. Macaranas on day two.
For the last activity, the GAD TWG Overall Head was joined by the Head of the Committee on Policy Formulation, Planning and Budget (CPFPB) Mr. Aaron Amberson A. Dalisay and GAD TWG Assistant Overall Head Ms. Mary Ann D. Daquer in the presentation of a consolidated GPB for 2023 and Harmonized Gender and Development Guidelines (HGDG) 2023 computation for all RFPs and the Central Office.
This GAD activity was the first-ever face-to-face deliberation of the GBP and GAD Agenda since the pandemic started in 2020.
Twenty-two participants actively participated in the three-day workshop.

Philippine Fisheries Development Authority (PFDA) joined in the celebration of World Food Day 2022 with the theme "Leave NO ONE Behind. Better production, better nutrition, a better environment, and a better life.” highlighting the need for food security and resilience in the country, held at the Department of Agriculture (DA) Grounds, Diliman, Quezon City on October 17, 2022.
As one of 150 countries participating in the WFD 2022, the PFDA together with various DA-attached agencies renews the longstanding commitment of the DA family to take necessary actions and ensure that everyone, everywhere, has access to safe and nutritious food. This annual commemoration focuses on millions of people worldwide who cannot afford and access healthy and nutritious food sources.
In addition, this year’s celebration marks multiple global challenges, including the ongoing COVID-19 pandemic, climate change, rising prices, and international tensions which altogether affect food security not only in the Philippines but all around the world.
During her keynote speech, Senator Cynthia A. Villar, Committee on Agriculture, Food and Agrarian Reform, welcomed everyone who attended today’s important activity aimed at raising awareness on food security concerns and promoting collective action towards ensuring healthy diets for all. Senator Villar is very hopeful that this year’s theme, Leave NO ONE Behind, can be achieved in the Philippines.
The senator said that we need to double our efforts to ensure that every Filipino at all times shall have access to sufficient, safe, and nutritious food that meets their food preferences and dietary needs for an active and healthy life.
“Mawala na ang lahat huwag lang ang pagkain kaya naman this is a very important occasion to all of us…This theme can be associated with our mission to ensure food security in our country and at the same time improve the lives of small farmers and fisherfolks and provide nutritious food that is affordable to every Filipino. Problema natin nga ang pagmamahal ng pagkain kaya naman napakaimportante na pagbutihin natin ang tulong sa ating mga farmers and fisherfolks para ma-provide nila sa atin sa murang halaga ang ating pagkain,”
Mr. Dipayan Bhattacharyya, World Food Programme (WFP) Acting Country Director, expressed his appreciation to the DA for holding this very important event. Mr. Bhattacharyya said that it was his sincere pleasure and honor to celebrate World Food Day with the drivers of creating a better and more sustainable future for the Filipino people. He said that the WFP believes that food is the pathway to peace. During his speech, he shared some of the ways forward of the WFP in combatting hunger and food insecurity in the Philippines and all around the world.
“There cannot be a better theme apart from this year’s theme… We are partnering strongly with the Philippine government and other partners to achieve better food security through improving food production, introducing new post-harvest practices, strengthening the food value chain, market inclusion of smallholder farmers, innovative agriculture practices, promoting climate-sensitive and climate-smart agriculture, and promoting and protecting biodiversity,” Mr. Bhattacharyya said.
“Going forward, we would really like to work closely with the Philippine government and partners to identify and co-develop the most appropriate policies and programs to implement and prepare for climate risks, respond to climate-related shocks, and adapt to longer-term climate change-related initiatives. We are looking forward to our continued partnership with the Philippine government to support the vulnerable,” Mr. Bhattacharyya added.
To end this year’s WFD culminating activity program, DA Assistant Secretary for Operations Engr. Arnel V. de Mesa led the lighting of candles and declaration of the 2022 World Food Day Pledge.

Philippine Fisheries Development Authority (PFDA), through its Administrative Services Department – Human Resource Division (ASD-HRD), conducted a week-long Succession Planning Workshop and its Requisite Course Programs via blended training and workshop (teleconference and on-site) at the University Hotel, University of the Philippines – Diliman on October 4 to 12, 2022.
This seven-day training is the PFDA’s response to the need for a stronger and more established succession plan in the agency. In addition, this serves as a preliminary step towards the agency’s application for accreditation to the Civil Service Commission’s (CSC) Program to Meritocracy and Excellence in Human Resource Management (PRIME-HRM).
PFDA Officer-in-Charge General Manager Ms. Iris R. de Vera said that this succession planning is a very important workshop and training and requested everyone's full attention on the workshop. OICGM de Vera said that this activity will help them identify potential employees that can assume important roles in the organization. In addition, this will also be a venue for all the participants to identify their capabilities that needs improvement to be good future leaders.
“As we all know, we are all in the middle of the implementation of our flagship projects. Our logistics and our source of income are available but what is lacking are the people who will sustain the operations of the fish ports and the organization. Madami na sa ating mga personnel will be retiring within the next two to three years, so we are here to make a good succession plan,” OICGM de Vera explained.
“I understand that there are criteria in selecting the participants. That means nakikita sa inyo na you will be contributing a lot in the preparation of this succession plan. Let us imbibe all the trainings and lectures from our facilitator para makagawa tayo ng maganda at successful na succession plan dahil dito nakasalalay ang continuity ng organization natin… This should be an ongoing commitment in the next years so we can imbibe it to our employees and our future leaders to focus on the direction and goals so that the PFDA can achieve its objectives in the next years to come,” Ms. de Vera added.
Mr. Al Marcial Bengco, Lead Consultant at the East Sherpa Management Training and Consulting Services served as the resource speaker and facilitator during the week-long training and workshop where he discussed three interrelated courses.
On October 4-5, Mr. Bengco made an in-depth discussion on Succession Planning and Management. This course aims to prepare stakeholders and align all initiatives.
Additionally, on October 6-7, the participants tested their BEI Skills for Assessing Successors. Through this course, Mr. Bengco focused on the preparation of supervisors and managers in assessing potential successors and candidates effectively using a structured interview process.
Finally, on October 10-12, Mr. Bengco theoretically and practically discussed Coaching and Mentoring Leaders. This course can help enable leaders to create individual development plans of successors and support them throughout the development phases.
At the end of the succession planning workshop and training, ASD-HRD OIC Chief Mr. Dexter P. Trilles presented a draft Office Order concerning the Succession Plan of PFDA. During the presentation, the participants had an open forum to conceptualize and combine all their insights and ideas in the initial drafting of the agency’s Succession Plan.
Fifty participants from the PFDA Central Office and Regional Fish Ports actively participated in the seven-day succession planning workshop and training.
