Philippine Fisheries Development Authority (PFDA), through its Gender and Development Focal Point System (GAD-FPS), launched the “Ano ang Suot ko?” Art Exhibit as part of the GAD 18-Day Campaign to End Violence Against Women (VAW) on November 28, 2022.

The art exhibit is inspired by the first exhibition based on survivor accounts collected by Ms. Jen Brockman and Dr. Mary Wyandt-Hiebert from the University of Arkansas in 2013 which was accompanied by a spoken word piece of the same title based on the poem "What I Was Wearing" by Mary Simmerling.

The art exhibit aims to raise public awareness about the question “Ano ang suot mo?” that condemns the victims of all kinds of gender-based abuse and neglects the perpetrators.

To formally open the exhibit, PFDA-GFPS Assistant Head Ms. Mary Ann D. Daquer welcomed everyone who participated in today’s launch. Ms. Daquer said that this campaign supports the government’s goal of protecting the human rights of women and girls by upholding its commitment to address all forms of gender-based violence.

“Naniniwala ako na lahat tayo ay boses at lahat tayo ay may pwedeng gawin to end violence against women… Maging makabuluhan nawa ang exhibit na ito hindi lang para sa mga kababaihan kundi para sa lahat regardless of gender and sexuality… We thank you for your support and commitment for this GAD activity. Let’s commit to be a VAW-free PFDA,” Ms. Daquer said.

During the exhibit, Mr. Miguel M. Pilarta, Head of the Sub-Committee on Advocacy, Linkages, and Capacity Building presented the launch of the “Ano ang Suot Ko?” spoken poetry that was produced by the Public Information Division starring Ms. Ma. Arlyn E. Andagao of the Corporate Planning and MIS Department.

After, PFDA Central Office staff and personnel wrote down their commitments and contributions to having a VAW-free workplace and community.

The exhibition will be open to the public until December 12, 2022.

Philippine Fisheries Development Authority (PFDA) employees from the Central Office (CO) held a Fire Safety Awareness Seminar and Fire Drill in coordination with the Bureau of Fire Protection (BFP) and Star Special Corporate Security Management, Inc. (SSCSMI) on November 25, 2022.

Employees attended the fire safety seminar under the provisions of the Republic Act 9514 or the Revised Fire Code of the Philippines of 2008, which aims to ensure public safety and promote economic development through the prevention and suppression of all kinds of destructive fires.

BFP Fire Office 3 (FO3) Jan Marde A. del Rosario and FO2 Katrina C. Catangui served as the resource speakers during the seminar. They talked about how fire incidents pose a significant risk to businesses and severely harm people. With that, FO3 del Rosario and FO2 Catangui discussed the importance of compliance with RA 9514 on prevention, mitigation, and response to fire incidents was heavily emphasized.

They also noted that fire safety is not just the responsibility of the BFP, but of every individual.

Aside from training on fire prevention, FO3 del Rosario and FO2 Catangui also discussed the importance of fire drills in workplaces. They said that these simulations will prepare everyone on how to manage themselves and others in case a real fire incident breaks in a workplace.

After the seminar, CO employees took part in the simulated fire and earthquake drill. Employees performed the “Duck, Cover, and Hold” method as one of the immediate actions during an earthquake. Afterward, they exercised what they learned during the fire safety seminar, including the proper use of a firefighting hose and fire extinguishers.

The drill was supervised by the BFP – National Capital Region District 5 of Quezon City led by Inspector Rodrigo A. Delos Santos and SSCSMI Operations Manager Mr. Rodel Villamin.

Philippine Fisheries Development Authority (PFDA), led by the PFDA – Internal Quality Audit (IQA) Team, conducted an Internal Quality Audit of all PFDA Central Office (CO) units in preparation for the upcoming third-party ISO 9001:2015 Certification audit, held on November 16 to 18, 2022. 

All departments and units were audited for facilities management and documented information. During the audit, internal auditors led by IQA Team Head Ms. Gloria P. Vasquez determined whether the Quality Management System (QMS) based on the requirements of ISO 9001:2015 standards is effectively implemented in the Central Office.

Officer-in-Charge Ms. Iris R. de Vera thanked everyone for actively participating during the internal audit. Ms. de Vera is proud of the commendable audit findings because everyone has cooperated with the internal auditors.

OICGM de Vera said, “It is a mixture of mindset and cooperation if we want to improve our operations… We are already prepared for the third-party audit but still have room for improvement.”

The third-party audit by TÜV Rheinland will take place on December 14, 2022.

Philippine Fisheries Development Authority (PFDA) received a Certificate of Compliance awarded by the Freedom of Information - Program Management Office (FOI-PMO) of the Presidential Communications Operations Office (PCOO) for fully satisfying the set of enhanced Freedom of Information (FOI) requirements in 2021, awarded on November 14, 2022.

This certificate validates the agency’s commitment to provide unhampered services and quality products and keep up with the information needs of all clients, stakeholders, and interested parties despite the pandemic and severe weather conditions.

The FOI Program is the national government’s response to the call for transparency and full public disclosure of information. FOI is a government mechanism, which allows Filipino citizens to request any information about government transactions and operations, provided that it shall not put into jeopardy – privacy and matters of national security. As the peak of the typhoon season ends, Philippine Fisheries Development Authority (PFDA) Regional Fish Ports (RFP) netted an aggregate unloading volume of 26,208.13 metric tons (MT) of fish throughout the rainy month of October 2022.

Despite the recent devastation of severe tropical storm Paeng which seriously affected provinces and cities in the south, the PFDA – Zamboanga Fish Port Complex (PFDA-ZFPC) recorded a significant increase in its monthly unloading volume. Data showed that the Zambo port delivered 665.04 MT of fish (81.26% increase).

Zamboanga City has sustained heavy damages and losses in infrastructure and agriculture due to Paeng. Nevertheless, the PFDA-ZFPC continued its operation and fulfilled its mission to deliver an adequate supply of fish to its consumers.  

Moreover, the PFDA – Bulan Fish Port Complex (PFDA-BFPC) has recovered from last month’s decline. Records showed that the port doubled its monthly record in October at 479.54 MT (111.76% increase).

Subsequently, the PFDA – Iloilo Fish Port Complex (PFDA-IFPC) also recorded an increase in monthly unloading after delivering 1,783.04 MT of fish, a 10.09% increase. 

In addition, the PFDA – Lucena Fish Port Complex (PFDA-LFPC) rushed into the rain to provide an ample supply of fish to its clients and stakeholders. The province of Quezon is among the many areas directly affected by Paeng. Still, the Quezon port delivered 1,805.09 MT (5.79% increase) of fish. 

Meanwhile, two of the top-performing ports in terms of fish unloading have shown great work this month despite scattered heavy rains. The PFDA – General Santos Fish Port Complex (PFDA-GSFPC) and the PFDA – Navotas Fish Port Complex (PFDA-NFPC) unloaded 11,461.11 MT and 9,643.42 MT of fish, respectively. 

Furthermore, the PFDA – Davao Fish Port Complex (PFDA-DFPC) and the PFDA – Sual Fish Port (PFDA-SFP) also showed tenacity amidst severe weather conditions. Data showed that the ports delivered 243.85 MT and 127.05 MT of fish, respectively. 

According to the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA), the peak of the typhoon season is July through October, when nearly 70 percent of all typhoons develop. With that, all PFDA RFPs are ramping up operations to meet the demands of consumers in the remaining months of 2022.

In a bid to deter illegal, unreported, and unregulated (IUU) fishing, the United States National Oceanic and Atmospheric Administration (US NOAA) and the Bureau of International Narcotics and Law Enforcement Affairs (INL) conducted an inspection on the conduct of the Agreement on Port State Measures (PSMA) operations at the Philippine Fisheries Development Authority – Davao Fish Port Complex (PFDA-DFPC) on November 7 to 8, 2022.

The two-day visit aims to better understand current monitoring, control, and surveillance (MCS) practices, procedures, and legal frameworks to combat IUU fishing with a specific emphasis on implementing the PSMA.

The expected outcome of the US-NOAA and INL visit is to identify the needs of the existing policy in PSMA inspection implemented by the agencies that are part of the One-Stop Action Center (OSAC), of which the PFDA is a member.

OSAC is a multi-agency government center organized in every designated government-owned or -controlled regional fish port complex whose principal tasks include, but are not limited to, the processing of documents of fishery products that are to be transshipped to foreign markets and the documentation of incoming and outgoing foreign vessels.

Aside from the PFDA-DFPC Management led by Port Manager Mr. Albert A. Aguinaldo, OSAC representatives from the National Marine Fisheries Service, USAID Fish Right Program, Bureau of Customs, Bureau of Immigration, Bureau of Plant Industry, Bureau of Quarantine, Bureau of Animal Industry, and Bureau of Fisheries and Aquatic Resources participated in the two-day activity.

Philippine Fisheries Development Authority – Navotas Fish Port Complex (PFDA-NFPC) passed the International Organization for Standardization (ISO) 9001:2015 Certification for Quality Management System (QMS) conducted by auditors from the SOCOTEC Certification Philippines, Inc. on November 4, 2022.

The ISO surveillance team applauded the PFDA-NFPC Management for its consistent implementation of the port’s QMS despite the challenges posed by the COVID-19 pandemic and other emerging threats, including severe weather conditions. This certification proves that the PFDA-NFPC provides all its clients and stakeholders with quality products and services in line with their expectations and commitments.

Auditors from SOCOTEC focused on the integrity of the PFDA-NFPC QMS and the port’s consistent compliance with the pertinent requirements relative to its ISO certification for Public Administration covering Market and Harbor Operations.

The positive audit findings included (1) the port management’s commitment to ensuring the consistent implementation of quality management within the PFDA-NFPC; (2) the high employee awareness of the QMS requirements as well as their readiness to provide the necessary objective evidence; and (3) the ongoing rehabilitation and improvement of the port to serve its clients and stakeholders better.

PFDA-NFPC Port Manager (PM) Ms. Luz P. Ortiz expressed her utmost appreciation to the auditors for their valuable input and favorable comments during the audit activity. PM Ortiz also thanked the PFDA Top Management, led by Officer-in-Charge General Manager Ms. Iris R. De Vera, for their unwavering support of the PFDA-NFPC port operations.

In addition, PM Luz acknowledged the full cooperation and outstanding efforts of all port officers and staff in preparing for the surveillance audit and in ensuring the continuous implementation and enhancement of the PFDA-NFPC QMS.

Before the year ends, all PFDA Regional Fish Ports and the Central Office will also have their accreditation audit to renew their respective ISO 9001 certifications.
