Philippine Fisheries Development Authority is gearing up for the future through the conduct of a Strategic Planning Review-Workshop on April 21 to 25, 2025 at the University of the Philippines - Institute of Small-Scale Industries (UP-ISSI).
The program aimed to assist the agency in developing its Strategic Plan for 2026-2030 by equipping participants with comprehensive knowledge and practical skills in strategic planning.
This review-workshop explored key models and frameworks, conducted thorough strategic analysis and environmental scanning, evaluated current organizational initiatives, and guided the formulation of PFDA’s Vision, Mission, Values, and key objectives for the 2026–2030 Strategic Plan.
To kickstart the workshop, Corporate Planning and Management Information Systems Department (CPMISD) Manager Ms. Gina J. Reyes discussed the results of the previous PFDA five-year plan based on identified key performance indicators (KPI) and the status of on-going PFDA initiatives as of December 2024.

Working in collaborative groups, the participants reviewed the benefits of Strategic Planning in the Government and the Strategic Planning Framework Overview. They were also tasked to draft and review the PFDA Vision and Mission Statements, and the Core Values for the agency.
Afterwards, the participants conducted External Analysis (Environmental Scanning) using the PESTLE Analysis (Political, Economic, Social, Technological, Legal, Environmental) to identify the external effects to PFDA. Participants also engaged in strategic evaluation using the TOWS (Threats, Opportunities, Weaknesses, and Strengths) Analysis, a tool used to identify strategic objectives based on internal factors. Through these analyses, the participants were able to identify its strategic statements and strategic objectives.

On the fourth day, the participants had a quick tour around the PFDA - Navotas Fish Port Complex (PFDA-NFPC).
Later in the day, they learned about the development of detailed action plans, metrics and evaluation through identification of KPIs, and Implementation and Transition of Change Management Plan.

On the last day of the review-workshop, Corporate Planning Division-CPMISD Chief Mr. Aaron Amberson A. Dalisay presented the draft Strategic Plan for 2026-2030 of the agency.
PFDA Officer-in-Charge - Assistant General Manager Atty. Edward Campos, CPMISD Manager Ms. Gina J. Reyes, Internal Audit Department Manager Ms. Brenda T. Malapira, Administrative Services Department Officer-in-Charge Mr. Jose Abrenio Jr., and PFDA-NFPC Port Manager Ms. Luz P. Ortiz formed the panel for the presentation of the draft Plan.

The five-day review-workshop was attended by 40 personnel (22 females, 18 males) from the PFDA - Central Office and PFDA Regional Fish Ports. Mr. Gerard Joseph B. Alava, professor at the Virata School of Business in UP Diliman, served as the resource speaker for the program.
