Philippine Fisheries Development Authority – Navotas Fish Port Complex (PFDA-NFPC) assisted in the relief efforts of Senator Christopher Lawrence “Bong” Go and the Department of Social Welfare and Development – NCR (DSWD-NCR) to aid fire-affected residents inside the port, held on February 3, 2023.
In coordination with the City Government Office (CGO) of Navotas, the joint activity was conducted at the PFDA-NFPC Gender and Development (GAD) Center wherein relief items such as food, groceries, vitamins, and other items that can help the fire-ravaged families to start anew were distributed by Senator Go and his team.
Senator Go expressed his sympathy to the affected families while reminding them of the importance of their safety and security. The Senator also told the beneficiaries to seek help at any Malasakit Center in NCR whenever they need medical assistance.
In addition, DSWD-NCR distributed financial assistance worth 10,000 pesos to more than 200 fire-ravaged families inside the PFDA-NFPC.
Representatives from the National Housing Authority were also present during the activity to assess the situation of the affected families.
Senator Robinhood “Robin” Padilla and Mr. Philip Salvador were present during the relief operations. They were joined by PFDA OIC-General Manager Ms. Iris R. de Vera, PFDA-NFPC Port Manager Ms. Luz P. Ortiz, CGO-Navotas led by Representative Toby Tiangco and Mayor John Rey Tiangco, and Valenzuela City Mayor Weslie Gatchalian.

Philippine Fisheries Development Authority (PFDA), through its Regional Fish Ports (RFP), ended the year with a significant jump of 41.33 percent in its aggregate fish unloading volume by delivering 45,355.24 metric tons (MT) of fish to clients and stakeholders in December 2022.
Despite the implementation of closed fishing seasons in the Visayan Sea, Northern Palawan, and Zamboanga Peninsula, the PFDA – Navotas Fish Port Complex (PFDA-NFPC) almost doubled its unloading volume in December. The Navotas port showed tenacity by ending the year positively with 15,493.89 MT of fish (86.56% increase).
Also, the PFDA – General Santos Fish Port Complex (PFDA-GSFPC) maintained a productive streak in December. Reports showed that the GenSan port delivered 25,531.63 MT of fish (7.61% increase).
On the other hand, the PFDA – Lucena Fish Port Complex (PFDA-LFPC) and the PFDA – Iloilo Fish Port Complex (PFDA-IFPC) managed to keep their volumes in the thousands after unloading 1,510.38 MT and 1,339.38 MT of fish to their consumers, respectively.
Meanwhile, the PFDA – Zamboanga Fish Port Complex (PFDA-ZFPC) experienced severe Christmas rain and thunderstorms. Despite that, the Zamboanga port delivered 676.235 MT of fish to its clients and stakeholders.
In addition, the PFDA – Bulan Fish Port Complex (PFDA-BFPC) had a slight dip in its monthly unloading volume. Still, the PFDA-BFPC sold 438.48 MT of fish, respectively.
Subsequently, the PFDA - Davao Fish Port Complex (PFDA-DFPC) recorded 310.72 MT of fish as of December 23, 2022. Fish transshipment operations are back at the Davao port. With that, fish unloading volume is expected to significantly increase in the days to come.
Additionally, due to the simultaneous enforcement of closed fishing seasons in various major fishing grounds, the PFDA – Sual Fish Port (PFDA-SFP) suffered a slight setback in fish unloading but still managed to bring 54.53 MT of fish to its consumers.

Philippine Fisheries Development Authority – Navotas Fish Port Complex (PFDA-NFPC), PFDA Central Office, and PFDA Credit Cooperative joined forces with various groups, companies, and clients, to organize a relief operations for families that were severely damaged by a fire that broke out at the PFDA-NFPC Market 3 on New Year’s Eve.
On January 6, approximately 254 fire-affected families received relief packs containing rice, canned goods, drinking water, hygiene kits, school supplies, towels, blankets, clothes, and other household materials that can help them start anew. In addition, the Rotary Club of North Bay East also gave financial aid to fire victims.
Clients and companies who joined and supported the relief drive were Crystal Cold Storage, United Navotas Fishport Small-Scale Fish Traders’ Association, Inc., Maynilad Water Services, Inc., City Government Office – Navotas, Philippine National Police – Maritime, Starcom Manpower and Allied Services, Inc., and Catalina Security Agency.
According to the PFDA-NFPC Management, they are in cooperation with the authorities and other agencies to further assist those affected families. Reports showed no casualties, but roughly 100 houses were affected by the incident.
PFDA-NFPC Port Manager Ms. Luz P. Ortiz expressed her appreciation to Navotas City Mayor John Rey Tiangco, officials from the Rotary Club of North Bay East., and all the clients who are part of the relief operations.

After months of decline due to severe weather conditions, Philippine Fisheries Development Authority (PFDA) Regional Fish Ports (RFP) unloaded 32,091.03 metric tons (MT) of fish in November 2022, a 22.45% jump compared to last month’s record.
According to the report, the PFDA – Bulan Fish Port Complex (PFDA-BFPC) maintained its positive unloading streak after doubling its monthly fish volume to 1,201.13 MT (150.4% increase).
In addition, the PFDA – Lucena Fish Port Complex (PFDA-LFPC) also sustained an increase in monthly fish unloading. The Quezon port has delivered 1,927.26 MT of fish (6.77% increase), the highest volume recorded by the port since February 2022.
Meanwhile, the PFDA – Sual Fish Port (PFDA-SFP) has recovered from last month’s decline with 206.08 MT of fish delivered (62.2% increase).
All RFPs in Mindanao have also recorded a significant increase in their monthly unloading volume. The PFDA – Zamboanga Fish Port Complex (PFDA-ZFPC) and the PFDA – Davao Fish Port Complex (PFDA-DFPC) netted 806.54 MT (21.28% increase) and 371.61 MT (52.4% increase), respectively.
Subsequently, the PFDA – General Santos Fish Port Complex (PFDA-GSFPC) is back on track to providing more high-quality fish to its consumers. Data showed that as of November 21, the GenSan port has delivered 17,900.32 MT of fish (56.18% increase), equivalent to more than half of the aggregate volume of all ports in November.
On the other hand, the PFDA – Navotas Fish Port Complex (PFDA-NFPC) continues to distribute first-class fishery products to its clients and stakeholders. This November, the NFPC unloaded 8,304.86 MT of fish.
Additionally, the PFDA – Iloilo Fish Port Complex (PFDA-IFPC) unloaded 1,373.23 MT of fish.

Despite a very challenging year, Philippine Fisheries Development Authority (PFDA) and six Regional Fish Ports (RFP) maintained their International Organization for Standardization (ISO) 9001:2015 certificates after successfully complying with the requirements of the annual surveillance audit.
The PFDA Central Office (CO) and RFPs, namely the Navotas Fish Port Complex (NFPC), Iloilo Fish Port Complex (IFPC), Lucena Fish Port Complex (LFPC), Davao Fish Port Complex (IFPC), General Santos Fish Port Complex (GSFPC), and Zamboanga Fish Port Complex (ZFPC), have secured their ISO certification in their respective units.
The PFDA-NFPC passed its surveillance audit on November 4, followed by the successful ISO audit of the PFDA-IFPC and PFDA-LFPC on November 25 and 29, respectively, by SOCOTEC Certification Philippines, Inc.
Subsequently, the PFDA-DFPC and PFDA-GSFPC ended the year with another milestone after passing SOCOTEC’s ISO surveillance audit on December 2 and 13, respectively.
Meanwhile, for four consecutive years, the PFDA CO has been awarded ISO 9001 recertification by the TÜV Rheinland on December 17.
For four consecutive years, the PFDA CO has been providing quality project management services to its clients, stakeholders, and industry partners and meeting international standards on Quality Management System (QMS).
Quality Management Representative (QMR) and Corporate Planning and MIS Department Manager Ms. Gina J. Reyes thanked the TÜV Rheinland Audit Team for allowing the PFDA management to learn more about improving the agency’s QMS in the future. Ms. Reyes said, “we are proud of what we achieved this year, and our collective effort in the ISO recertification process has bore fruit.”
The surveillance audit for the PFDA CO was conducted on-site for the first time after the pandemic. The newly renovated building has also been one of the highlights of the recertification.
Meanwhile, the PFDA-ZFPC eagerly ended the year after receiving recertification under the surveillance audit conducted by TÜV on December 28.
The QMS for the PFDA CO covers Project Management, while the QMS for the six mentioned RFPs covers Market and Harbor Operation.
The ISO 9001:2015 recertification of the PFDA shows its capability to consistently serve the needs of its clients and comply with legal and regulatory requirements. Through the continuous implementation of a quality management system, this certification safeguards customer satisfaction.

Philippine Fisheries Development Authority (PFDA) received a commendation from the Department of Agriculture (DA) - Internal Audit Service headed by Atty. Christopher R. Bañas for its 100% resolution rate of citizens’ complaints lodged at the Office of the President's 8888 Citizens' Complaint Center (8888 CCC) from August 2018 to October 2022.
Based on a report, only eleven (11) citizens’ concerns were referred to PFDA for the last five years and all of these were immediately acted upon.
This recognition highlights the PFDA’s commitment to constantly assisting clients and stakeholders, ensuring customer satisfaction, and upholding public trust.
The 8888 Citizens’ Complaint Center serves as a mechanism that allows the public to report complaints and grievances against government agencies, officials, and employees. The hotline also monitors the monthly performance of government agencies and financial institutions through its 8888 portal.

Philippine Fisheries Development Authority (PFDA) organized a face-to-face Gender Sensitivity Orientation (GSO) as part of the annual 18-Day Campaign to End Violence Against Women (VAW) with the theme “UNiTEd for a VAW-free Philippines” which aims to address gender-based stereotypes and promote safe spaces for all, held on December 1, 2022
Organized by the PFDA - Gender and Development Focal Point System (PFDA-GFPS), the GSO aims to open the conversation about Gender and Development (GAD) and share thought-provoking ideas that can help create a gender-inclusive and transformative workplace and community.
PFDA-GFPS Overall Head and Public Information Division Chief Mr. Mc Christian Julius A. Macaranas II served as the resource person for the orientation.
Mr. Macaranas discussed various topics, such as the difference between sex and gender and the basics of Sexual Orientation, Gender Identity and Expression, and Sexual Characteristics (SOGIESC). He noted that “oversimplification of SOGIESC is dangerous and can lead to the marginalization of people’s SOGIESC.”
In addition, Mr. Macaranas talked about gender stereotyping in various institutions and gender as a social construct.
“It is high time for us to consider listening to various ideas about lived experiences and expressions of everyone. It is time for us to acknowledge the social constructs about gender and deconstruct them, and it should start with the family,” Mr. Macaranas said.
The Republic Act 11313, also known as the Safe Spaces Act, defined gender as “a set of socially ascribed characteristics, norms, roles, attitudes, values, and expectations identifying the social behavior of men and women, and the relations between them.”
