Almost 100 staff and personnel of the Philippine Fisheries Development Authority (PFDA)-Central Office (CO) and PFDA-Sual Fish Port (PFDA-SFP) received their anti-influenza vaccinations at the PFDA-CO Building on June 29 and July 13, 2023.
Organized by the Property and Procurement Management Division, the two-day vaccination program was in partnership with Pharma Quest Co., an onsite healthcare specialist.
Meanwhile, about 35 dependents were also inoculated with anti-flu vaccines during the activity.
As the nation enters the flu months (June to November), seasonal flu vaccination was deemed necessary by the PFDA to protect the health of its employees and their families.

Philippine Fisheries Development Authority (PFDA) Top Management met with Cebu Governor Hon. Gwendolyn Garcia to discuss the plans for the possible construction of a Regional Fish Port (RFP) in the province, held at the Cebu Provincial Capitol on July 6, 2023.
According to PFDA Acting General Manager Atty. Glen A. Pangapalan, this proposal can help more fisherfolk in the region and further improve the already robust economy of Cebu. In addition, this project can help boost the production of commercial fisheries, municipal fisheries, and aquaculture in the province.
The project will be lobbied to become one of the priority projects of the administration of President Ferdinand Marcos Jr.
Based on the Philippine Statistics Authority (PSA) data for 2021, Cebu recorded the highest annual increase in the value of production in agriculture and fisheries in Central Visayas at 7.3 percent. With that, Cebu proves itself to be the economic center in Central Visayas, therefore making the province a feasible location for a regional fish port.
Governor Garcia expressed her full support for the project. She said the port should be in a strategic place in Cebu which can be accessible to fishing vessels from neighboring provinces in Central Visayas like Bohol, Siquijor, and Negros Oriental.
An estimated eight hectares are required to construct the regional fish port. The PFDA and the Capitol will continue to cooperate to identify which area the project will soon rise to.
Once approved and completed, this project will be the second RFP in the region after the Iloilo Fish Port Complex (IFPC) in Iloilo City.
During the meeting, the PFDA officials were joined by Department of Agriculture-Central Visayas Regional Executive Director Angel Enriquez and Bureau of Fisheries and Aquatic Resources-Central Visayas Director Allan Poquita.

Philippine Fisheries Development Authority (PFDA) Internal Quality Audit (IQA) Team conducted an internal audit of all PFDA-Central Office (CO) units, held on July 5 to 7, 2023, in a bid to prepare the office for the upcoming third-party ISO 9001:2015 Certification audit.
Internal auditors, led by Internal Audit Department Officer-in-Charge and IQA Team Head Ms. Brenda T. Malapira, determined whether the Quality Management System (QMS) based on the requirements of ISO 9001:2015 standards is effectively implemented by all CO employees.
Ms. Malapira said that this internal audit is both a requirement and a guide for the continual improvement of the PFDA-CO’s QMS, which covers Project Management. Based on the audit findings, she said it is noteworthy that most of the non-conformities (NC) and opportunities for improvement (OFI) in the previous year’s audit are now addressed or complied with.
On behalf of PFDA Quality Management Representative (QMR) Ms. Gina J. Reyes, the Deputy QMR Mr. Eric M. Sims gave a round of applause to the IQA team for their outstanding job. They said that they are confident that the PFDA will achieve ISO recertification.
To close the meeting, Mr. Sims encouraged everyone to “be proactive in these observations and let us focus on making this a part of our working life here in PFDA. Let us extend all our hands to help this organization move forward.”
The third-party surveillance audit by TÜV Rheinland is expected to take place in September 2023.

Philippine Fisheries Development Authority – General Santos Fish Port Complex (PFDA-GSFPC) and the Department of Labor and Employment (DOLE) Region 12 brought a one-stop-shop of various government programs and services entitled “Programa ug Serbisyo para sa Mananagat” for fisherfolk in the port, on June 20 to 21, 2023, at the PFDA-GSFPC Grounds.
The objective of this two-day activity is to provide convenience and efficiency to all fisherfolk by providing them with a centralized location where various services, programs, and transactions of different government agencies can be processed and completed.
In addition, the activity aimed to assist those in the fishing industry who have limited access to such services due to the nature of their work. This program by DOLE wants to streamline relevant processes, enhance customer experience, improve efficiency, increase access to services and programs, and facilitate collaboration and coordination among government agencies.
Aside from programs from DOLE and PFDA, the convergence program offered services from the Social Security System, Pag-IBIG Fund, Philippine Coast Guard, National Bureau of Investigation, Technical Education and Skills and Development Authority, Bureau of Fisheries and Aquatic Resources, Maritime Industry Authority, Philippine Statistics Authority, Occupational Safety and Health Center, Employees' Compensation Commission, and Local Government Unit of General Santos City Registry’s Office.

In a bid to promote health and wellness in the workplace, Philippine Fisheries Development Authority – Zamboanga Fish Port Complex (PFDA-ZFPC) conducted a mental health orientation seminar entitled “Work-Life Balance towards Promoting Mental Health in the Workplace” on June 16, 2023, at the La Bella Family Resort, Zamboanga City.
The activity aims to educate all PFDA-ZFPC employees to establish their personal and professional priorities, learn to develop realistic schedules and routines, and observe time management to maintain an excellent work-life balance for improved mental health.
Furthermore, this seminar aims to create awareness among employees that maintaining a good work-life balance is necessary because it creates a great impact on our lives.
Mr. Juniebe Manganohoy of JCI Zamboanga served as the resource person during the one-day mental health orientation where he conducted an in-depth discussion on the importance of work-life balance. This involves managing time and labor appropriately while maintaining satisfaction in personal and professional lives.
During his discussion, Mr. Manganohoy also expounded on the definition of mental health in the workplace. He said it is an integral component of health and well-being that underpins our individual and collective abilities to make decisions and build relationships. He noted that mental health enables people to cope with the stresses of life, realize their abilities, learn well and work well, and contribute to their community.
On June 1, 2023, PFDA Acting General Manager Atty. Glen A. Pangapalan has signed Office Order No. 4, series of 2023, the Mental Health Program (MHP), to promote overall mental wellness, promote the employees’ mental health, and provide an inclusive, conducive, and supportive work environment for all PFDA employees and ensure a healthy and productive workforce.

Philippine Fisheries Development Authority (PFDA) Top Management led by Acting General Manager Atty. Glen A. Pangapalan met with officials of the City Government Office (CGO) of Puerto Princesa Mayor Lucilo R. Bayron and other officials to discuss the potential construction of an integrated fish port in the city, on June 21, 2023.
The two parties talked about opportunities on the proposed Puerto Princesa Integrated Fish Port. The city believes that the establishment of a fish port in Puerto Princesa holds tremendous potential to unlock economic opportunities, strengthen the agricultural and fisheries sector, and foster sustainable development in the country.
During the inspection, the visiting team examined the proposed locations for the project. Puerto Princesa City boasts a strategic location near the West Philippine Sea and Sulu Sea, granting it access to some of the richest fishing grounds in the country.
With this proposal, the Puerto Princesa-CGO is looking at becoming a central hub for fishermen, processors, and other individuals involved in the sector.

Philippine Fisheries Development Authority – General Santos Fish Port Complex (PFDA-GSFPC) conducted a Maritime Security Awareness Training in a bid to enhance the understanding and awareness of non-security port personnel regarding potential security threats, risks, and best practices, on June 5 to 9, 2023 at the PFDA-GSFPC Conference Room.
The training aims to create a culture of security throughout its operations, fostering a proactive and resilient community that enhances the safety and security of the port.
In addition, the five-day training focused on the historical perspective of maritime security and its legal basis and security policies. Participants also learned about threat awareness, incident recognition and reporting, emergency response, security measures and best practices, and vigilance.
While these personnel may not have direct security responsibilities, the PFDA-GSFPC management believes that it is crucial for them to have a basic understanding of maritime security issues to contribute to a safe and secure maritime environment.
