Philippine Fisheries Development Authority (PFDA), through its Administrative Services Department (ASD), in partnership with the University of the Philippines – Institute for Small Scale Industries (UP-ISSI), conducted a seminar-workshop on 5S+3 for Workplace Improvement at the Virata Hall, University of the Philippines, on September 13 to 15, 2023.
The three-day seminar aims to equip the participants with the necessary knowledge, skills, and tools to implement effective 5S+3 (sort, set in order, shine, standardize, sustain + safety, security, and sustainability) or good housekeeping to improve workplace productivity.
Prof. Rolando Ramon C. Diaz, head of the Training and Entrepreneurship Education Division (TEED) of UP ISSI, served as the resource speaker during the training.
During the workshop, Mr. Diaz covered various topics such as the principles of 5S+3 or Good Housekeeping and its purpose and benefits. He also discussed how to identify waste in the workplace and the tools and techniques on how to reduce waste in the workplace. Mr. Diaz also elaborated on the topic of gaining stakeholder commitment to 5S.
In addition, the participants prepared a 5S+3 Action Plan, which was presented to and evaluated by the resource person.
A total of 25 members of the PFDA-CO’s Quality Workplace Team and representatives from all PFDA-CO units actively participated during the three-day workshop.

Philippines Fisheries Development Authority – Davao Fish Port Complex (PFDA-DFPC) attended the ceremonial opening of the Davao Gulf fishing ground on August 31, 2023, at the Bureau of Fisheries and Aquatic Resources (BFAR) – Regional Office XI.
The closed fishing season for the Davao Gulf fishing ground starts on June 1 and ends on August 31 of every year. During the culmination program, BFAR presented the statistical uptrend of fish production of small pelagic fishes in the Davao Gulf, indicating that such conservation measures of fish stocks are beneficial.
According to Joint Administrative Order No. 02, series of 2014, known as Establishing a closed fishing season for the conservation of Small Pelagic Fishes in Davao Gulf, the closed fishing season aims to conserve marine resources in Davao Gulf and to prevent overfishing.
The PFDA-DFPC, led by Port Manager Albert P. Aguinaldo, alongside various partner government agencies, conveyed its full support and appreciation to this measure of fishery conservation. Clients and fisherfolk in the port are expected to make good use of the Davao Gulf’s open fishing months to increase their production and income.
Representatives from the Local Government of Davao City (LGU), the Department of Interior Local Government (DILG), the Philippine Coast Guard (PCG), the Department of Agriculture (DA), the Philippine National Police – Maritime Group, and the Philippine Navy were also present during the ceremonial opening of the Davao Gulf fishing grounds.

In a bid to strengthen the agency’s Quality Management System (QMS), participants from the Philippine Fisheries Development Authority - Central Office (PFDA-CO) and PFDA – Zamboanga Fish Port Complex (PFDA-ZFPC) attended the orientation on ISO 31000:2018, also known as Risk Management Guidelines, on September 15, 2023, simultaneously at the PFDA-CO Conference Hall and via teleconference.
The orientation aims to guide the PFDA personnel in integrating the Risk Management Process per the requirements of ISO 31000:2018 standards to the agency's ISO 9001:2015-certified QMS.
In her opening remarks, PFDA Quality Management Representative (QMR) Ms. Gina J. Reyes expressed her appreciation to everyone for attending the risk management orientation. Ms. Reyes said that the orientation was conducted to immerse the organization in the principles of risk management for the agency to level up and maintain our ISO 9001:2015 certification.
In addition, the risk orientation was organized by the Management Level - Risk Management Committee headed by Project Evaluation Division-OSD Chief Ms. Visitacion G. Abrenio in preparation for the upcoming surveillance audit this coming 4th quarter of the year.
PFDA – Navotas Fish Port Complex (PFDA) Harbor Operations Division Officer-in-Charge Mr. Noelito B. Castillo served as the resource speaker for the one-day briefing on Risk Management. Mr. Castillo emphasized that through this orientation, “we will have a uniform approach on how we will structure our risk registry in a way that it can assist us further on how we are going to address the risks that the agency might face in the future.”
According to the ISO website, ISO 31000:2018 provides guidelines on managing risks faced by organizations that can be customized to any organization and its context. It also provides a common approach to managing any type of risk. ISO 31000:2018 can also be used throughout the life of the organization and can be applied to any activity, including decision-making at all levels.

PFDA- General Santos Fish Port Complex (PFDA-GSFPC), in coordination with the Local Government Unit (LGU) of General Santos City (LGU GenSan), spearheaded the 25th GenSan Tuna Festival this September 2023.
This year's festival bears the theme "A Festival of Hope. A Celebration of Positivity." with the sub-theme "TUNAy na saya. TUNAy na pag-asa," highlighting the significant role of the tuna industry in the city's economy. It also emphasizes on the celebration of bountiful ocean catch that reflects GenSan's colorful and rich marine industry.
PFDA-GSFPC OIC-Port Manager and 2023 Tuna Festival Director Mr. Paris Uldarico Y. Ayon expressed his heartfelt gratitude to the tireless efforts of the dedicated team from the PFDA, GenSan-LGU, and all the sponsors for making this event possible.
"The Tuna Festival is not just an event. It is a celebration of hope, positivity, and community. It is a testament to what can be achieved when individuals come together with a shared passion," PM Ayon said.
PM Ayon encouraged everyone to savor every moment, connect with new friends, and relish in the joy of being a part of Tuna Fest 2023.
The streets of GenSan will be filled with a symphony of tuna cooking contests, cultural performances, vibrant street parades, and a grand flea market that unveils the rich diversity of the region's offerings.
During the opening night on September 1, festival-goers watched the much-awaited Lawihan Tuna Float Parade held at Pioneer Avenue Grandstand, General Santos City, where six participating groups showcased unique and larger-than-life designs bedazzled with LED lights.
Led by GenSan City Mayor Hon. Lorelie Geronimo Pacquiao, all esteemed guests held a ceremonial tuna slicing declaring the official opening of the 2023 Tuna Festival. Afterward, the huge crowd along Pioneer Avenue was treated to a firework display and a special song number from actor Gabby Concepcion.
Former Senator Manny Pacquiao, Senator Jinggoy Estrada, Sarangani Province Governor Hon. Rogelio D. Pacquiao, GenSan District Representative Hon. Loreto B. Acharon, and other honorable guests graced the grand opening ceremony of the Tuna Fest 2023.
Earlier, the PFDA Top Management met with Mayor Pacquiao where they discussed the plans for the festival. Both parties are excited to work together to ensure that everyone attending the Festival are happy and safe.
The PFDA Top Management also attended the two-day National Tuna Congress 2023 at the SM Trade Hall, General Santos City on August 31 to September 1.
The Festival will conclude on September 15, 2023.

Pangapalan attended the 23rd National Tuna Congress with the theme "Adapting Strategies Responsive to Global Challenges", held at the SM Trade Hall, General Santos City, on August 31 to September 1, 2023.
Department of Agriculture (DA) Undersecretary for Fisheries Ms. Drusila Esther E. Bayate served as the keynote speaker of the event.
Earlier, the congress opened a trade exhibition where private and public industries showcased their sustainable fishing technologies, newest fishing equipment, tuna processing techniques, value-added fishery products, and more.
The PFDA- General Santos Fish Port Complex (PFDA-GSFPC) led by OIC-Port Manager Mr. Paris U. Ayon was among the members of the working committee for this year's Tuna Congress which was organized by the SOCSKSARGEN Federation of Fishing and Allied Industries, Inc., in cooperation with General Santos City-LGU, Bureau of Fisheries and Aquatic Resources (BFAR), and Department of Trade and Industry (DTI).

The Ambassador Extraordinary and Plenipotentiary of the European Union to the Philippines His Excellency Luc Véron visited the Philippine Fisheries Development Authority - General Santos Fish Port Complex (PFDA) to inspect the Bureau of Fisheries and Aquatic Resources (BFAR)'s Integrated Marine Environment Monitoring System (IMEMS) located within the port vicinity, on August 31, 2023.
IMEMS primarily aims to effectively monitor compliance of fishing vessels and control national fisheries and marine environment.
PFDA Acting General Manager Atty. Glen A. Pangapalan and PFDA-GSFPC OIC-Port Manager Mr. Paris U. Ayon welcomed the visiting from the EU.
During the meeting, GM Pangapalan talked about the PFDA's ongoing plans and projects for the industry, as well as the rehabilitation and improvement of PFDA-GSFPC.
In addition, BFAR Director Atty. Demosthenes R. Escoto talked about their agency's approach in battling illegal, unreported and unregulated fishing (IUUF) in the country. Dir. Escoto also discussed BFAR's plans to install more IMEMS transponders nationwide.
They also discussed the Philippine fishing industry's competitive advantage to the economy and the need to maximize such resource to further improve the country's national development.
GM Pangapalan and Dir. Escoto expressed their appreciation to Ambassador Véron for taking great interest and supporting the fisheries sector in the Philippines.
The visiting team toured around the port's vicinity, including the IMEMS' location and Market 1.
