Philippine Fisheries Development Authority – Navotas Fish Port Complex (PFDA-NFPC) conducted the blessing and ribbon cutting of the newly constructed fish processing facility and food stall facility on August 14, 2023.
Members of the PFDA Top Management, headed by Acting General Manager Atty. Glen A. Pangapalan and Assistant General Manager Ms. Iris R. de Vera, and PFDA-NFPC Port Manager Ms. Luz P. Ortiz led the inauguration of the two new facilities.
The new food stall facility located in the freshly renovated Market 3 has a total of 44 food stalls that are dedicated to existing food vendors in Markets 3 to 5.
Meanwhile, the Eco-Friendly Women of Navotas Fish Port, Inc. (EFW of NFPC) will utilize the new fish processing facility as part of their agenda to put their smoked fish processing skills into business. This new infrastructure also aims to provide more employment opportunities and an additional source of income for the members of the association.
This double inauguration was in concurrence with the PFDA-NFPC’s Anniversary activity, “Tiangge sa Pondohan”. Various cooperatives in partnership with the Department of Agriculture - KADIWA Project, NFPC processors and canneries, and the EFW of NFPC sold their quality and affordable products at the food bazaar.

In concurrence with its 47th-anniversary celebration, Philippine Fisheries Development Authority (PFDA) – Central Office (CO) conducted a historic groundbreaking and capsule-laying ceremony for the soon-to-rise PFDA-CO building at the PFDA – Navotas Fish Port Complex (PFDA-NFPC), Navotas City on August 14, 2023.
During his opening message, PFDA Acting General Manager Atty. Glen A. Pangapalan expressed his utmost gratitude to the national government for supporting this plan for the PFDA-CO to finally have its own building site. He also thanked the Local Government Unit of Navotas City, led by Mayor John Reynald “John Rey” M. Tiangco, for their unceasing and all-out support.
“Hopefully matapos kaagad ang ating Central Office nang sa gayon ay maging mas maayos pa ang pagbibigay serbisyo ng ating mga kawani sa PFDA. Sana tuloy-tuloy ang ating aspiration at ating pagpupunyagi na lagi nating mabigyan ng tamang serbisyo ang mangingisdang Pilipino at ang mga konsyumer na Pilipino na umaasa sa PFDA,” GM Pangapalan said.
In addition, Mayor John Rey M. Tiangco greeted the PFDA for celebrating 47 years of assisting our Filipino fisherfolk and industry partners nationwide. Mayor Tiangco congratulated the PFDA-CO for finally having a permanent location in Navotas City.
“After 47 years, natutuwa tayo na ngayon ay may permanente na kayong tahanan dito sa Navotas City. Kapag nagtatayo tayo ng bagong opisina, gusto rin natin ng mas magandang serbisyo para sa ating mga mangangalakal at mas conducive sa pagtatrabaho ng ating mga empleyado,” Mayor Tiangco said.
Meanwhile, PFDA Technical Services Department Engr. Danilo A. Axalan presented a project brief for the soon-to-rise Central Office building. Engr. Axalan said that the building will be a first-class four-storey building with a 1000-square-meter floor size which will house all the departments of the Central Office. In addition, the design concept of the building reflects our seas and ocean waves, while the canopy from the top view resembles tuna panga, and the two sides feature the tail and scales of a fish.
“Other salient areas of our new building include an area for our concessionaires on the ground floor. We will also provide a transient area for our visiting employees from Regional Fish Ports. Magkakaroon din tayo ng recreation area wherein doon na natin pwedeng i-conduct ang ating mga activities like anniversaries and various events,” Engr. Axalan said.
Afterward, all PFDA-CO Department Managers, PFDA-NFPC Port Manager Ms. Luz P. Ortiz, and PFDA Assistant General Manager Ms. Iris R. de Vera joined GM Pangapalan and Mayor Tiangco for the unveiling and capsule-laying of the PFDA-CO building perspective.

Philippine Fisheries Development Authority (PFDA) celebrated its 47th anniversary with the theme, “Pinatatag na Imprastraktura at Serbisyong Pampangisdaan, Susi sa Maunlad na Ekonomiya,” at Steel World Tower, Quezon City, August 11, 2023.
For the past 47 years, the PFDA has exhibited outstanding performance and excellent service to promote food safety and security by providing strong fishery post-harvest facilities nationwide. This year’s Pinoy Pride-themed occasion marks the Agency’s integral part in boosting the country’s economic and national development.
In his message, PFDA Acting General Manager Atty. Glen A. Pangapalan reminded everyone to enjoy the festivities during the week-long anniversary celebration of PFDA. The General Manager said this is the time to look back and remember the fond memories of working and providing adequate service to the Filipino people for 47 years and counting.

“Thank you so much sa inyong lahat. I hope next year pagbutihin pa natin… Sa mga ginagawa natin ngayong pagsisikap, sa ating mga rehabilitation at improvement ng facilities, sabay-sabay tayong mangarap na sana, bago ang ating 50th anniversary, ay matapos na natin ang lahat ng ating ginagawa upang mas mag-expand at mag-upgrade pa ang ating service to the Filipino people,” GM Pangapalan said.

Mr. Raul Felix gave their well-wishes and greetings for PFDA.
In addition, Department of Trade and Industry Secretary Mr. Alfredo E. Pascual and Department of Public Works and Highways OIC-Assistant Secretary Ms. Medmier G. Malig also penned their anniversary messages for PFDA.

Led by Atty. Glen A. Pangapalan, Acting General Manager, Philippine Fisheries Development Authority (PFDA) welcomed the representatives from the Embassy of Canada in the Philippines to discuss Canada’s Indo-Pacific Strategy that can be related to the potential improvement of local agri-fishery projects and programs, August 9, 2023.
During the meeting, Mr. Peter Wright, Second Secretary and Political Officer; and Mr. John Lok, Counsellor (Development) and Head of Cooperation - Embassy of Canada, discussed priority areas for enhanced cooperation including maritime affairs, trade and investment, disaster risk reduction, climate change, and regional issues.
Meanwhile, Mc Christian Julius A. Macaranas II, Public Information Division Chief, presented the details, facilities features, major clients, and fish supply flow of the PFDA operating units and Regional Fish Ports (RFPs). Mr. Macaranas also discussed the Agency’s ways forward, including the possible construction of more Regional Fish Port Complexes through the proposed Marine Agri-Tourism Industrial Complex (MATIC) projects.
Ms. Iris R. de Vera, PFDA Assistant General Manager; Engr. Danilo A. Axalan, Technical Services Department Manager; and Atty. Jose R. Ruiz III, Legal Division Chief, also joined the discussions.
As one of the leading agencies supporting the fisheries industry, the PFDA is looking forward to future partnerships with the Canadian Embassy through its Indo-Pacific Strategy. With this potential collaboration, the PFDA can further its fight against post-harvest losses due to spoilage of fish and fishery products.

Philippine Fisheries Development Authority (PFDA) conducted its 47th Anniversary Kickoff Program with the theme, “PFDA at 47: Pinatatag na Imprastraktura at Serbisyong Pampangisdaan, Susi sa Maunlad na Ekonomiya” held at the PCA Covered Court on August 7, 2023.
PFDA Assistant General Manager Ms. Iris R. de Vera welcomed everyone who took part in the program. Ms. de Vera said that, “PFDA Acting General Manager Atty. Glen A. Pangapalan and I would like to express our deepest appreciation to each and everyone who has always been the strength and backbone of PFDA.”
“We take pride that we, the officers and employees of this agency, worked together, united against all odds. Naging bahagi tayo ng mga pagsubok at mga tagumpay ng PFDA sa mga nakaraang panahon,” AGM de Vera said.
All staff and personnel from the PFDA - Central Office and representatives from the PFDA - Navotas Fish Port Complex (PFDA-NFPC) attended the Pinoy-inspired anniversary kickoff program. This year’s theme symbolizes all of the globally competitive post-harvest facilities and infrastructures built by the PFDA over the years.
Meanwhile, Mr. Mc Christian Julius A. Macaranas II, presented the activity for the week, highlighting the main program on August 11, the promulgation day of the PFDA.
This celebration marks 47 fruitful years of PFDA’s quality service for the Filipino fisherfolk and fisheries industry partners toward a food secure Philippines.
This week-long anniversary also jumpstarts the PFDA Sportsfest 2023. It began with a ceremonial jump ball led by GM Pangapalan, Subcommittee Head for Sports and Recreation, Mr. Thadeus A. Mariano and Legal Division Chief and Corporate Board Secretary Atty. Jose R. Ruiz III.
All Regional Fish Ports nationwide also participated in the week-long anniversary celebration through various activities such as tree-planting, port client visit, parade, sportsfest kickoff, and other activities.

Philippine Fisheries Development Authority (PFDA) – Central Office (CO), in partnership with the Philippine Statistics Authority (PSA), conducted a Philippine Identification System (PhilSys) Satellite Registration and ePhilID (digital PhilID) Issuance for employees and their family members, held at the PFDA-CO Building Lobby on July 14, 2023.
During the one-day registration, a total of 39 employees registered to the system. Meanwhile, the PSA team has issued a total of 66 ePhilIDs to those with pending registrations and/or waiting for their National IDs.
According to the PhilSys website, the PhilID can be used for the application of social and welfare benefits, such as those offered by the GSIS, SSS, PhilHealth, HDMF, and other government agencies and transactions. It may also be utilized for passports and driver's license applications, and tax-related transactions. Additionally, the identification card may be presented as proof of identity for admission to any government hospital, health center, and other related institutions.
Meanwhile, for private transactions, the PSA says that the National ID can be used for bank transactions such as the opening of bank accounts.

Since the reappointment of Acting General Manager Atty. Glen A. Pangapalan in May 2023, Philippine Fisheries Development Authority (PFDA) conducted its first Board Meeting chaired by Department of Agriculture Senior Undersecretary Domingo F. Panganiban, held at the PFDA Central Office Conference Room on July 14, 2023.
In response to President Ferdinand R. Marcos Jr.’s call to establish more robust fish port and cold storage facilities nationwide, the PFDA shared with the Board its plans and programs for the betterment of the fisheries sector.

Soon, the PFDA is looking into constructing several additional Regional Fish Port Complexes in Luzon, Visayas, and Mindanao.
Moreover, the PFDA is also looking into establishing modern fish trading centers to promote food safety and security in the country.
Together with GM Pangapalan, Assistant General Manager Ms. Iris R. de Vera, Corporate Board Secretary Atty. Jose R. Ruiz III, Finance Services Department Manager Mr. Jose A Ruiz, Jr., and Technical Services Department Manager Engr. Danilo A. Axalan proudly presented the Agency’s forthcoming plans, which the Board of Directors enthusiastically welcomed.
