In a bid to strengthen employee development in the agency, Philippine Fisheries Development Authority (PFDA), through its Administrative Services Department – Human Resource Division (ASD-HRD), conducted a Coaching and Mentoring for Leaders Training at the University Hotel, University of the Philippines – Diliman on October 16 to 18, 2023.
This three-day course is designed to help leaders gain the essential skills required to become masterful performance coaches.
In addition to these skills, the course provided the participants with a coaching toolbox composed of practical templates, tools, and job aids they can use to make their coaching interactions easier, faster, and more targeted.
Mr. Al Marcial Bengco, Leadership and OD Consultant at The Foundry Learning Lab, served as the resource speaker and facilitator during the three-day coaching and mentoring training, where he discussed principles and practices used by the best workplace coaches to achieve consistent results, improve performance, and support the continuous learning and development of their team members.
On the first day, the participants explored the fundamentals of coaching and mentoring, coaching strategies in the supervisory role, and communication skills for supervisors.
The next day, Mr. Bengco discussed effective feedback, managing employee development, principles of adult learning, and development planning.
On the last day of training, Mr. Bengco talked about the roles of mentors in an organization, coaching guidelines, and coaching with the GROW Model. During the training, Mr. Bengco incorporated several hands-on practices and role plays that will prepare coaches for real-world coaching.
To close the workshop, Mr. Bengco encouraged the participants to keep practicing what they learned during the three-day leadership training. He reminded everyone to never be afraid of making mistakes because it is part of their learning as coaches and mentors. In addition, Mr. Bengco advised them to always take feedback constructively as part of their social learning.
“Whenever we are confronted with change or something uncomfortable, our initial reaction is to resist without understanding. But when you can see a few steps from the discomfort, you might see that this could be a better way to do things, a better future for us. Give it a chance because maybe this can make the organization better,” Mr. Bengco said.
Thirty-nine division chiefs and senior staff from the Central Office and Regional Operating Units actively participated in the three-day workshop.

In a bid to strengthen gender mainstreaming in the agency, Philippine Fisheries Development Authority – Gender Focal Point System (PFDA-GFPS) held a three-day Gender and Development (GAD) Planning and Budgeting for Fiscal Year (FY) 2024 and 2025 via teleconference on October 11 to 13, 2023.
The three-day workshop followed the Philippine Commission on Women’s (PCW) Memorandum Circular No. 2023-02 about the Preparation and Online Submission of FY 2024 GAD Plans and Budgets under Section 36 of Republic Act No. 9710 or the Magna Carta of Women (MCW).
In her opening remarks, PFDA Assistant General Manager Ms. Iris R. de Vera welcomed all the GAD Technical Working Group representatives from the Central Office and Regional Fish Ports nationwide. Ms. de Vera reminded the participants about the importance of this activity in the advancement of gender equality and women empowerment and other genders in the agency.
“We must stay focused on what we want to achieve in years to come. Let us all assess our goals and focus on achieving the goal that we set. Let us put extra effort into this workshop at isapuso natin itong ginagawa natin to advance gender equality and empowerment,” Ms. de Vera said.
During the workshop, RFP representatives had a one-by-one session where they presented their GPB for FY 2024 and 2025 and discussed it with PFDA-GFPS Overall Technical Working Group (TWG) Head Mr. Mc Christian Julius A. Macaranas II, Assistant Overall Head Ms. Mary Ann D. Daquer, Head of the Committee on Policy Formulation, and Head of the Committee on Policy Formulation, Planning and Budget (CPFPB) Mr. Aaron Amberson A. Dalisay.
According to PCW, government agencies conduct a GAD Plan and Budget to address gender issues and concerns in their respective sectors and constituents.
Through this activity, the PFDA aims to systematize its approach to gender mainstreaming, women’s empowerment, and gender equality in the workplace.

Philippine Fisheries Development Authority (PFDA) received a Certificate of Appreciation from the Development Academy of the Philippines (DAP) in recognition of its Service Quality Standards (SQS) during the Clients Day and Recognition Ceremony in celebration of DAP’s 50th Anniversary on October 11, 2023, in Pasig City.
The DAP has recognized the PFDA for its remarkable efforts as the only government agency that has developed enhanced SQS and applied these in all its ports nationwide to cater to the service quality needs of its customers.
In addition, the PFDA has received a Plaque of Appreciation for its unwavering trust, support to, and confidence in the Academy.
PFDA Operations Services Department Manager Mr. Eric M. Sims received the award on behalf of the agency.
This recognition represents the PFDA’s high level of performance when it comes to the seamless delivery of service to its clients and stakeholders nationwide.

Philippine Fisheries Development Authority (PFDA) attended the wrap-up meeting of the Philippine Fisheries and Coastal Resiliency (FishCoRe) Project’s first Implementation Support Mission of the World Bank and the Bureau of Fisheries and Aquatic Resources (BFAR)-led FishCoRe Project National Planning Workshop on October 4 to 6, 2023 in Quezon City.
During the wrap-up meeting, PFDA Assistant General Manager Ms. Iris R. de Vera, together with National Fisheries Research and Development Institute (NFRDI) Executive Director Ms. Lilian C. Garcia and Interim Deputy Project Manager of FishCoRe Project Mr. Elymi Ar-J S. Tuñaco signed a Memorandum of Agreement showing their support in this monumental step towards transforming the Philippine fisheries sector.
Afterward, World Bank Task Team Leader Ms. Jingjie Chu presented the mission findings and recommendations of the World Bank. At the launch of the FishCoRe project in Cagayan de Oro City on September 28, Ms. Chu expressed her excitement about FishCoRe, highlighting it as a significant milestone in the World Bank's engagement with the blue economy.
Meanwhile, all permanent and alternate focal persons of the FishCoRe Project National Project Management Office (NPMO), regional project focal persons, and key representatives from other government agency partners actively participated during the three-day workshop.
At the end of the workshop, the participants fully understood the project and requirements for implementation and completed the project's Work and Financial Plan (2023-2025).
The FishCoRe Project aims to revolutionize fishery resource management and elevate the value of fishery production in designated Fisheries Management Areas (FMAs).

In the spirit of sportsmanship and camaraderie, Philippine Fisheries Development Authority (PFDA) attended the opening ceremony of the Department of Agriculture’s (DA) 2023 Inter-Agency Sports Tournament, also dubbed as PBBM’s Cup, at the DA Gymnasium on October 2, 2023.
After a short parade, DA Senior Undersecretary Mr. Domingo F. Panganiban welcomed all the participants from various DA-attached agencies for the first-ever inter-agency PBBM Cup 2023. Afterward, all the representatives and players pledged the oath of sportsmanship.
To kick off the tournament, the muses of the agencies strut down the runway while showcasing elegance and style in their sports attire. Ms. Princess Ana L. Viñas of the PFDA Legal Division claimed the Best Muse award.
The participants of the PBBM Cup 2023 will play in various games, including basketball, volleyball, badminton, and futsal.

Philippine Fisheries Development Authority – Central Office (PFDA-CO) successfully passed the surveillance audit for its International Organization for Standardization (ISO) 9001:2015 Quality Management System with zero non-conformities, on September 26, 2023 at the PFDA-CO Building, Diliman, Quezon City.
Led by Mr. Lionell Aala of TÜV Rheinland, the auditors assessed and evaluated the PFDA’s management system and its eligibility to maintain ISO certification. In addition, the auditors determined the ability and effectiveness of the agency’s management system to meet applicable statutory, regulatory, and contractual requirements and to ensure that the organization can achieve its objectives.
The assessment began right after the opening meeting led by PFDA Quality Management Representative Ms. Gina J. Reyes, where she introduced the auditees and participants for the audit.
The surveillance audit covered various organizational units and processes including the PFDA Top Management, Internal Quality Audit and Corrective Actions, Control of Documented Information, Project Site Operation Implementation, Construction Management, Operations Services, Corporate Planning, Information Technology, Administrative Services, and Technical Services.
During the closing meeting, auditors from TÜV Rheinland said that the PFDA-CO has maintained a good commitment to implementing ISO 9001:2015 and continues to improve customer satisfaction. The auditors also commended the awards, recognitions, and contributions of the PFDA in 2023.
With that, the third-party certification body highly recommended the maintenance of the PFDA-CO’s ISO certification which is good for another year.
The ISO 9001 certification provides customers reassurance that the organization has established an effective Quality Management System. ISO surveillance audits ensure that customers receive products and services that meet their requirements, and that consistent performance is being delivered by the agency.

Philippine Fisheries Development Authority (PFDA) and all its Regional Fish Ports (RFP) nationwide participated in the 2023 International Coastal Clean-up (ICC) with the theme “Clean Seas for Healthy Fisheries,” held simultaneously across all PFDA ports on September 16, 2023.
Hundreds of volunteers, including employees of the PFDA, several community organizations, clients, stakeholders, and industry partners, worked together in a collaborative effort to remove trash and other debris from the shorelines and waterways in their respective areas.
This year, the ICC 2023 bears the hashtag #SeaTheChange, which aims to unite the nations of the world toward the conservation and protection of shorelines and waterways from pollution and the preservation of our ecosystem for current and future generations.
In the Philippines, Proclamation No. 470, or the International Coastal Clean-up Day, was signed in September 2003. The proclamation declares every third Saturday of September of each year as the International Coastal Clean-up Day, consistent with Presidential Proclamation No. 244 declaring September as National Clean-up Month.
The first official recorded participation of the Philippines in the coastal cleanup in 1994 was held in only 6 provinces: Puerto Princesa City, El Nido and Coron in Palawan, Tacloban City in Leyte, Bacolod City in Negros Oriental, and Anilao Bay in Mabini, Batangas
