Philippine Fisheries Development Authority – Lucena Fish Port Complex (PFDA-LFPC) inaugurated the new refrigeration facility for commercial operation at the PFDA-LFPC Grounds on November 30, 2023.

The new refrigeration facility is one of the components of the flagship rehabilitation and improvement project of the PFDA-LFPC and was also part of the pilot launching of the Check F.R.E.S.H. Campaign aimed at promoting the highest standards of food safety and sanitation using top-of-the-line facilities for commercial use.

This brand new infrastructure will open new doors for more clients and stakeholders inside the port. The refrigeration facility is part of the PFDA’s mandate of improving efficiency in handling and distribution of fish and fishery products by building post-harvest infrastructure facilities that will help enhance the quality of fishery products. 

PFDA Acting General Manager Atty. Glen A. Pangapalan and PFDA-LFPC Port Manager Custodio L. Balaoing, Jr. led the ribbon cutting, blessing, and ceremonial opening of the new refrigeration facility. They were joined by PFDA Assistant General Manager Ms. Iris R. de Vera and the rest of the PFDA Top Management, officials, port clients, stakeholders, industry partners, and representatives from the local government.

Philippine Fisheries Development Authority (PFDA) conducted the pilot launch of the Check F.R.E.S.H. Campaign: An Integrated Communications Campaign for PFDA Regional Fish Ports (RFP)’s Food Safety and Sanitation Measures at the PFDA – Lucena Fish Port Complex (PFDA-LFPC) on November 30, 2023.

The campaign aims to promote food safety and sanitation measures in PFDA RFPs based on the insights and preferences of port clients and stakeholders. Through this campaign, the PFDA aims to persuade fish port clients that achieving safer fish ports is possible through cooperation and positive reinforcement.

The Check F.R.E.S.H. Campaign wants to ensure that port clients observe and adhere to:

F - Fishery Products Quality

R - Required Safety Attire

E - Employee Engagement

S - Stray Animals Control

H - Hygiene and Sanitation Monitoring

 

In his opening message, PFDA Acting General Manager Atty. Glen A. Pangapalan said that this Check F.R.E.S.H. Campaign is the agency’s way of redefining the occurring problems in the PFDA RFPs related to food safety and sanitation measures and providing better solutions through positive rewarding behavior.

“On behalf of the PFDA Top Management, we are proud to be part of this campaign. We believe that modern problems require modern solutions, and it is now time to reinforce the system and look for other forms of rewarding our beloved clients and stakeholders… Let us not be overwhelmed by the stairs in front of us. Let us take this first step together so we can achieve cleaner and safer fish ports and fishery product consumption,” GM Pangapalan said. 

On the other hand, the Department of Agriculture Secretary Francisco Tiu Laurel, Jr. extended his full support for the campaign. Secretary Laurel said that he firmly believes that the good relationship between the PFDA and the fisherfolk is the key to a prosperous fisheries sector and the Philippine economy. 

“Ang pagkakaroon ng ligtas na pagkain ang isa sa mga pangunahing layunin ng Kagawaran ng Agrikultura. Kaya naman buo ang aking suporta sa kampanyang ito upang mas pagtibayin at palakasin ang magandang samahan ng PFDA Management at mga port clients, stakeholders, industry partners, at mga mangingisda,” Sec. Laurel proudly said. 

In addition, Senator Cynthia A. Villar said that she strongly believes that food safety management and adherence to sanitation measures are a priority of the PFDA when it comes to fish port operations to protect ourselves and the people around us. 

“I see great potential and great success in the Check FRESH Campaign. This fresh new spin of motivating and inspiring port clients to comply with food safety and sanitation measures is our way of doubling our efforts in ensuring that every Filipino has access to sufficient, nutritious, and safe fishery products. Let us continue assisting and supporting our Filipino fisherfolk through projects like the Check FRESH Campaign,” Senator Villar said. 

Moreover, representative of the Provincial Government of Quezon, Provincial Agriculturist Dr. Ana Clarissa S. Mariano, and representative of the Local Government Unit of Lucena City Disaster Risk Reduction Management Office Head Ms. Janet V. Gendrano showed their full support and cooperation to the project. They pledged to collaborate and continuously work with the PFDA-LFPC in achieving the goals of the Check F.R.E.S.H. Campaign and PFDA mandates.

To close the program, PFDA Assistant General Manager and Project Institutional Partner Ms. Iris R. de Vera extended her utmost thanks to everyone who attended the pilot launching of the Check F.R.E.S.H. Campaign. Ms. de Vera expressed her excitement to see how the campaign will expand to all the other eight RFPs nationwide. 

The pilot rollout of the Check F.R.E.S.H. Campaign was attended by various clients, stakeholders, and industry partners. In addition, various agencies including the Bureau of Fisheries and Aquatic Resources, Department of Trade and Industry, Bureau of Plant Industry, Philippine National Police, PNP Maritime, Provincial Government of Quezon, and Lucena City-LGU. 

This project is designed and organized based on the results of the research component of the Development Academy of the Philippines (DAP)’s Public Management Development Program (PMDP) - MMC 31 Capstone Project (CP) entitled “Utilizing Behavioral Insights as Motivation Strategy for Food Safety and Sanitation Compliance in Philippine Fisheries Development Authority” authored by Public Information Division Chief Mr. Mc Christian Julius A. Macaranas II.

Before the pilot launch, PFDA Top Management, officials, and special guests conducted a walkthrough inside the PFDA-LFPC Market Hall.

Thirty-four officers, engineers, and technical personnel from the Philippine Fisheries Development Authority (PFDA) Central Office (CO) and Regional Fish Ports (RFP) attended a Total Productive Maintenance (TPM) Course in a bid to improve equipment management and increase equipment effectiveness on November 20 to 24, 2023 at the University of the Philippines – Institute of Small-Scale Industries (UP-ISSI).

The five-day course equipped the participants with the necessary knowledge, skills, and tools to implement and sustain TPM practices in their workplace and how they can be applied to improve equipment reliability, availability, and cost-effectiveness.

Mr. Rolando Ramon C. Diaz, Head of the UP-ISSI Training and Entrepreneurship Education Division, was the resource speaker throughout the TPM course. Mr. Diaz discussed various topics, including the Diagnostic of Current Maintenance Program, Leadership and People Empowerment, Loss Analysis and Overall Equipment Effectiveness, and the Eight (8) Pillars of Total Productive Maintenance. 

In addition, the participants also prepared a total productive maintenance action plan to address the preventive maintenance issue/s in the workplace, which was presented to and critiqued by Mr. Diaz and the participants.

Mary Ann D. Daquer, Mary Anne Kristine R. Ramos, and Katrina Joyce P. Miguel of the Human Resource Division – Administrative Services Department were the facilitators and coordinators of the five-day training course.

Philippine Fisheries Development Authority (PFDA) conducted an Energy Management Summit and Workshop in a bid to explore newer and more collaborative approaches to tackling power cost and consumption concerns, on November 8 to 10, 2023 at the PFDA – Iloilo Fish Port Complex (PFDA-IFPC) Gender and Development (GAD) Building.

This energy conservation summit is aimed at providing a dynamic platform and bringing together industry experts and PFDA engineers and senior staff to address critical energy-related issues while focusing on the commitment to having advanced and sustainable energy practices. 

During the first day of the workshop, the participants had three impactful sessions related to energy management. For the first session, Engr. Wilfredo Salazar of Frabelle Fishing Corporations discussed a comprehensive overview of energy consumption trends and emphasized the importance of energy conservation, especially within industrial and community contexts.

Meanwhile, for the second session, Engr. Reyno B. Garcia of GARCAP Power Solutions, Inc. delved into the intricacies of electrical systems in commercial and industrial setups. Providing practical insights and strategies to optimize energy usage, Garcia's session significantly contributed to the summit's goal of promoting sustainable and efficient energy management.

For the third session, Engr. Zyrell B. Jumalon of Therma Mobile Inc. emphasized the importance of energy conservation, particularly through the designation of a trained and experienced energy manager. His practical suggestions, such as individual metering and the transition to LED lighting fixtures, showcased a keen awareness of effective energy conservation practices.

On the second day, PFDA – General Santos Fish Port Complex (PFDA-GSFPC) OIC-Assistant Port Manager Engr. Roberto L. Fernandez presented energy efficiency opportunities. He explored various topics, including the identification of energy-saving opportunities, methods to reduce energy costs, and strategies to enhance overall energy efficiency. 

Subsequently, PFDA-IFPC Port Maintenance and Refrigeration Division Chief Engr. Romeo T. Pedregosa presented his insights from the Department of Energy's Virtual Government Management Energy Program (GEMP) information, education, and communication (IEC) campaign. This comprehensive discussion talked about energy audit procedures and highlighted common Energy Efficiency and Conservation (ECC) measures, providing valuable insights for optimizing energy usage across operational facets.

On the last day of the workshop, participants from other PFDA Regional Fish Ports (RFP) presented the current energy consumption report and mitigating factors in their respective ports.

The three-day summit concluded with a tour visit of the PFDA-IFPC's ongoing flagship projects such as the new cold storage facility and renewable solar energy installation.

Philippine Fisheries Development Authority – Zamboanga Fish Port Complex (PFDA-ZFPC) joined the 13th send-off ceremony for sardines closed fishing season at the Officers’ Club of the Naval Forces Western Mindanao Command (NAVFORWEM) in Calarian, Zamboanga City on November 14, 2023. 

This year, the annual three-month ban on sardine fishing will be from November 15, 2023 (instead of December 1) to February 15, 2024, covering the sardine fishing grounds around Zamboanga Peninsula, including East Sulu, Basilan Strait, and Sibugay Bay. The advanced start of the activity coincides with the spawning period of various sardine varieties based on recent studies and the implementation of the closed fishing season in the Visayan Sea. 

Pursuant to the Bureau of Fisheries and Aquatic Resources (BFAR) Administrative Circular No. 255 series of 2014, the Send-Off Ceremony for Closed Fishing Season is annually conducted to jumpstart the three-month conservation measures to protect the sardine species. During these periods, Team Officers and Members of the BFAR are deployed in the said areas to intensively monitor and control the fishery activities of our local fisher folks.

During this period, catching, selling, and buying sardines, mackerel, and herring in a portion of the biodiversity-rich Visayan Sea is also prohibited during this period. 

Serving as a conservation measure, closed fishing seasons are aimed at protecting economically important species during their peak spawning season. It also aims to address overfishing, and climate change, among other concerns.

Six Regional Fish Ports (RFP) of the Philippine Fisheries Development Authority (PFDA) maintained their International Organization for Standardization (ISO) Certification 9001:2015 Quality Management System for Public Administration covering Market and Harbor Operations during the last quarter of 2023. 

The PFDA ports namely: the PFDA – Davao Fish Port Complex (PFDA-DFPC), General Santos Fish Port Complex (PFDA-GSFPC), Iloilo Fish Port Complex (PFDA-IFPC), Navotas Fish Port Complex (PFDA-NFPC), Lucena Fish Port Complex, and Zamboanga Fish Port Complex (PFDA-ZFPC) successfully complied with the requirements of their respective annual ISO surveillance audits.

On September 28, the PFDA-DFPC passed the second surveillance of its ISO 9001:2015 standards with zero non-conformities. Subsequently, the PFDA-GSFPC ended the month on a high note after passing their third party ISO audit on September 29. 

Afterward, on October 3, the PFDA-IFPC received its ISO certification. In addition, the PFDA-NFPC passed its second surveillance audit with four positive audit findings on October 4. 

Moreover, on October 6, the PFDA-LFPC passed its ISO audit with five positive audit findings and zero non-conformities. 

These abovementioned PFDA operating units obtained their ISO certification from SOCOTEC Certification Philippines, Inc.

Meanwhile, the PFDA-ZFPC maintained its certification for the ISO 9001:2015 standard under the third-party audit conducted by TÜV Rheinland on November 3. 

Earlier, the PFDA Central Office (CO) secured its fifth consecutive surveillance audit with zero non-conformities on September 26 under TÜV Rheinland.

Through this recertification, the PFDA-CO and its RFPs showed their commitment to their goal of continuously enhancing its quality management systems and support processes to ensure the efficient delivery of quality services for its clients and stakeholders nationwide.

Philippine Fisheries Development Authority (PFDA), through its Human Resource Division-ASD (HRD-ASD), resumed its Onboarding Development Program and added an Operating Unit Tour to enhance the experience and knowledge of new hires about the agency and its operations.

After years of postponement due to unprecedented threats brought by the COVID-19 pandemic, the PFDA reintroduced its nationwide onboarding program to further strengthen the agency’s organizational workforce. 

On October 11, 2023, the HRD Team led by Mr. Christian Dave V. Fernandez discussed the overview of PFDA, including its mandate, core values, mission, and vision. Mr. Fernandez also discussed the Code of Conduct and Ethical Standards for Government Employees and Office Decorum, Employee Discipline, Attendance Policies and Procedures, and other HR-related concerns.

Afterward, Information Technology Division-CPMISD Chief Mr. Thadeus A. Mariano discussed the functions of the PFDA Portal, the proper use of official govmail, and other IT-related concerns. Then, Corporate Planning Division OIC-Chief Mr. Aaron Amberson A. Dalisay talked about the PFDA’s Strategic Map, Governance Commission for GOCCs (GCG) Commitments and Expectations.

Lastly, Engr. Louie Jie Miguel T. Pineda of the Technical Services Department walked the participants through the various PFDA infrastructures and ongoing rehabilitations and constructions nationwide.

Approximately 160 participants from the PFDA-Central Office (PFDA-CO) and Regional Fish Ports (RFP) completed the program.

Meanwhile, on October 25 and 27, 2023, some 36 participants from the PFDA-CO had an Operating Unit Tour in the PFDA–Navotas Fish Port Complex (PFDA-NFPC) to further expand their knowledge about port operations.

During the tour, the participants learned about the main functions and operations of the port’s Harbor Operations Division, Market Operations Division, and One-stop shop.
