Philippine Fisheries Development Authority (PFDA), through its Regional Fish Ports (RFP), recorded a historic fish unloading volume of 60,256.88 metric tons (MT) in April 2024.
According to the reports, this month’s volume is the highest fish unloading in the recorded history of PFDA and a 9% increase from March unloading. All RFPs experienced a significant jump in their month-on-month records.
The PFDA – General Santos Fish Port Complex (PFDA-GSFPC) and the PFDA – Navotas Fish Port Complex (PFDA-NFPC) were the leading makers of history when it came to total fish unloading delivered to their respective consumers. The two largest PFDA ports unloaded 28,027.19 MT (4.17% increase) and 23,344.29 MT (10.82% increase) of fish, respectively.
In addition, the PFDA – Bulan Fish Port Complex (PFDA-BFPC) and the PFDA – Lucena Fish Port Complex (PFDA-LFPC) maintained a positive fish unloading trend this April. The Luzon ports delivered 3,152.15 MT (30.1% increase) and 2,030.36 MT (20.31% increase) of fish to their clients and stakeholders.
Meanwhile, the PFDA – Iloilo Fish Port Complex (PFDA-IFPC) has had a steady and increasing monthly fish unloading volume since the year began after the sole Visayas port unloaded 2,570.82 MT (12.39% increase) of fish this April.
Furthermore, the PFDA – Zamboanga Fish Port Complex (PFDA-ZFPC) and the PFDA – Davao Fish Port Complex (PFDA-DFPC) recorded 752.43 MT (12.63% increase) and 307.03 MT (41.77% increase) of fishery and non-fishery products, respectively.
Finally, the PFDA – Sual Fish Port (PFDA-SFP) and the PFDA – Camaligan Fish Port (PFDA-CFP) showed great recovery from their previous month’s record, with 69.93 MT (185.43% increase) and 2.68 MT (68.9% increase) of fish delivered to their consumers, respectively.

Philippine Fisheries Development Authority (PFDA) Top Management and officials met with representatives from the Tony Blair Institute for Global Change (TBI) and discussed possible collaboration on fishery improvement projects on May 15, 2024, at the PFDA – Central Office Main Conference Room, Quezon City.
PFDA Acting General Manager Atty. Glen A. Pangapalan presented the proposed PFDA's Deep Water Fish Ports Project. These ports will serve as entry and exit points for both fishery and agricultural products that can significantly lower the transportation cost for farmers and fisherfolk.
Department of Agriculture (DA) Undersecretary for Fisheries Ms. Drusila Esther E. Bayate and DA Assistant Secretary for Logistics Mr. Daniel Atayde attended the meeting.
"These proposed projects are expected to rise in strategic locations nationwide. We have projects in the north, east, west, and south seaboard that can provide immediate access and logistical support to fishery and agricultural products. These projects are important because they will benefit the future generation," GM Pangapalan said.
Moreover, the PFDA Deep Water Fish Ports Project is the Agency's answer to President Ferdinand R. Marcos, Jr.'s instruction to ramp up the anti-smuggling efforts and address trading and transport bottlenecks to ensure food security in the country.
TBI Head of Trade & Infrastructure, Mr. Frank Matsaert, and his team showed great interest in the project. Mr. Matsaert said that TBI's vision is to help governments and leaders by providing strategies and insights to help build a prosperous country for all.
Furthermore, on May 16, the TBI team visited the PFDA–Iloilo Fish Port Complex (PFDA-IFPC) and met with the port management led by Port Manager Ms. Jovy M. Garrido to discuss the ongoing port rehabilitation project. Afterward, the team toured the port and its vicinity and paid a courtesy visit to DA Regional Field Office 6 and Philippine Ports Authority – Iloilo.

Philippine Fisheries Development Authority – Internal Audit Department (PFDA-IAD) attended the 9th Forum for Heads of Internal Audit Service/Office (HIAS/O) in the Public Sector on May 10, 2024, in Seda Vertis North, Quezon City.
Organized by the Association of Government Internal Auditors, Inc. (AGIA), this year’s forum bears the theme: “Future-Proofing Internal Audit: Harnessing Emerging Technologies and Adapting to Organizational Changes”.
This forum is consistent with the mandate and commitment of AGIA in delivering and providing continuing professional development to its members. During the conference, distinguished resource speakers discussed timely and relevant topics on the strategic transformation of internal auditing practices from the pandemic times to the present.
Moreover, the technical sessions tackled various topics, including Global Internal Audit Standards and Emerging Technologies and the Revised Guidelines on the Organization and Staffing of an Internal Audit Unit (IAU) in Departments, Agencies, SUCs, GOCCs/GIFS, and LGUs.
The one-day annual gathering is an avenue for sharing information, experiences, and challenges in transforming internal auditing in the public sector.

Philippine Fisheries Development Authority (PFDA) received a Certificate of Acknowledgement of Dividend Remittances during 2024 Government-Owned or -Controlled Corporation (GOCC) Day for its invaluable contribution to Philippine economic development on May 6, 2024 at the Philippine International Convention Center (PICC), Pasay City.
In pursuit of a higher growth path that aligns with the 8-Point Socioeconomic Agenda of President Ferdinand R. Marcos, Jr.’s administration and per Republic Act No. 7656, also known as the Dividend Law, Department of Finance (DOF) Secretary Mr. Ralph G. Recto has requested GOCCs to increase their dividend remittances from a minimum of 50% to 75% on 2023 net earnings.
Led by PFDA Acting General Manager Atty. Glen A. Pangapalan, the agency has remitted P122,239,186.46 in F.Y. 2023.
In his opening message, Mr. Recto thanked the 47 GOCCs for their contributions to driving the country’s development agenda forward. According to the Finance Secretary, as of May 6, 2024, the GOCCs have remitted a total of P88.56 billion.
“It is difficult to imagine our economic progress without our GOCCs... They have been the prime movers of our economic development. Maraming salamat po sa inyong suporta at kooperasyon. We assure you that all these contributions will be managed judiciously with utmost transparency and accountability,” Mr. Recto said.
Meanwhile, during his keynote speech, President Marcos acknowledged the significant contributions of the GOCCs to the country's economic development. President Marcos thanked the GOCCs for their desire and endeavor to serve the country.
"Thank you for the services that you have rendered and for the dividends you have remitted. Since those dividends also come from the people, let me assure you that they will be carefully spent and will be plowed back to them through projects and programs that will improve their lives today and create a better tomorrow for our children," the President said.
“Your remittances will not only allow our economy to recover, but it would help cut our borrowings and lessen the pressure to inflict higher taxes on the people. Mabuhay ang mga GOCC. Mabuhay ang Bagong Pilipinas,” the President exclaimed.
President Marcos led the awarding of the certificates alongside Finance Secretary Recto and Executive Secretary Lucas P. Bersamin.

Fish unloading in Philippine Fisheries Development Authority (PFDA) Regional Fish Ports (RFP) peaked at 55,277.46 metric tons (MT) this March 2024, equivalent to a 35.82% increase compared to the previous month’s unloading.
Based on previous reports, this month’s fish unloading is the highest volume recorded in 2024, and the first to reach the 50K mark since July 2022.
Leading this significant increase is the PFDA – Navotas Fish Port Complex (PFDA-NFPC) with 21,064.79 MT (75.59% increase) of fish delivered to its clients and stakeholders. Continuous positive fish unloading is expected in the succeeding months as the Navotas port welcomes the peak season.
Moreover, the PFDA – General Santos Fish Port Complex (PFDA-GSFPC) maintained a positive trend in its monthly unloading volume with 26,904.01 MT (15.54% increase).
Meanwhile, in terms of percentage increase, the PFDA – Bulan Fish Port Complex (PFDA-BFPC) dominated the chart after recording 2,422.95 MT of fish, or a 333.79% increase compared to last month’s volume.
Furthermore, the sole Visayas port, the PFDA – Iloilo Fish Port Complex (PFDA-IFPC), maintained an upward streak with 2,287.43 MT of fish (4.95% increase).
In addition, the PFDA – Zamboanga Fish Port Complex (PFDA-ZFPC) and the PFDA – Davao Fish Port Complex (PFDA-DFPC) recovered from their slight decline last month. This March, the two Mindanao ports delivered 668.08 MT (1.27% increase) and 216.57 MT (6.28% increase) of fish and other fishery products, respectively.
On the other hand, the PFDA – Lucena Fish Port Complex (PFDA-LFPC) experienced bad weather in March. Nevertheless, the Quezon port unloaded 1,687.55 MT of much-needed fish to its consumers.
Subsequently, the PFDA – Sual Fish Port (PFDA-SFP) and the PFDA – Camaligan Fish Port (PFDA-CFP) continue their efforts to deliver fish to their clients and stakeholders. The two Luzon ports unloaded 24.5 MT and 1.59 MT of fish, respectively.

Philippine Fisheries Development Authority (PFDA) held its first Board Meeting for Fiscal Year (FY) 2024 chaired by Department of Agriculture (DA) Secretary Mr. Francisco “Kiko” P. Tiu Laurel Jr. at the PFDA – Iloilo Fish Port Complex (PFDA-IFPC), Iloilo City on April 5, 2024.
The PFDA team, led by Acting General Manager Atty. Glen A. Pangapalan and Assistant General Manager Ms. Iris R. de Vera, together with the PFDA-IFPC team led by Port Manager Ms. Jovy M. Garrido, warmly welcomed the arrival of Department of Agriculture (DA) Secretary Mr. Francisco “Kiko” P. Tiu Laurel Jr. and the members and representatives of the PFDA Board of Directors.

As the chair of the meeting, DA Secretary Tiu Laurel highlighted the need to continuously improve and modernize the PFDA ports by complying with advanced trading and logistic facilities and a streamlined export process for fishery products.
With the continued support of the PFDA, the Agri chief shared the goal of securing food security through more efficient and cost-effective ways of addressing problems in the fisheries sector.
During the meeting, the PFDA presented its FY 2024 project updates, which include the ongoing rehabilitation of the PFDA-IFPC, PFDA – Navotas Fish Port Complex, PFDA – Lucena Fish Port Complex, PFDA – Bulan Fish Port Complex, PFDA – Zamboanga Fish Port Complex, and PFDA – General Santos Fish Port Complex.
Moreover, the agency also introduced the upcoming projects for FY 2025, which include developmental projects under the ‘Build-Better-More’ infrastructure program and the construction and establishment of Deep Water Ports.
After the meeting, the members of the Board had a quick tour around the port. They inspected the ongoing rehabilitation of the PFDA-IFPC market hall and the newly built cold storage facility.

Philippine Fisheries Development Authority (PFDA), through its Operations Services Department – Quality Assurance Division (OSD-QAD), conducted simultaneous orientations of the Check F.R.E.S.H. Campaign on several PFDA Regional Fish Ports (RFP) to ensure adherence of port clients and employees to food safety measures and practices.
The orientation aims to introduce the Check FRESH campaign of the agency to port clients, including market hall brokers/traders, ice retailers, vessel operators, food stall owners, and cold storage lessees. In addition, the orientation also aims to enhance their awareness of the key food safety and environmental standards; equip them with practical knowledge and skills for implementing best practices in food handling, storage, and waste management; and foster a culture of continuous improvement and proactive compliance within the port community.
On February 21, the OSD-QAD partnered with the Food Safety and Environment Management Unit (FSEMU) of the PFDA – Iloilo Fish Port Complex (PFDA-IFPC) in the conduct of the orientation on the Check F.R.E.S.H. campaign.

Meanwhile, on March 13, the OSD-QAD, in coordination with the FSEMU of the PFDA – Bulan Fish Port Complex (PFDA-BFPC), led the soft launching of the Check F.R.E.S.H. Campaign in the port as part of their Orientation on Food Safety, Environmental Management, and Current Good Manufacturing/Handling and Storage Practices.

Moreover, on April 3, the OSD-QAD visited the PFDA – Zamboanga Fish Port Complex (PFDA-ZFPC) and collaborated with the port's FSEMU to facilitate an introductory orientation of the Check F.R.E.S.H. campaign, which was actively participated by fish brokers/traders, food stall operators, cold storage clients, janitorial staff, and port employees.

The Check F.R.E.S.H. campaign aims to promote food safety and sanitation measures in RFPs based on the insights and preferences of port clients and stakeholders. Through this campaign, the PFDA aims to persuade fish port clients that achieving safer fish ports is possible through cooperation and positive reinforcement.
The Check F.R.E.S.H. Campaign wants to ensure that port clients observe and adhere to:

R - Required Safety Attire
E - Employee Engagement
S - Stray Animals Control
H - Hygiene and Sanitation Monitoring
This project is designed and organized based on the results of the capstone project entitled “Utilizing Behavioral Insights as Motivation Strategy for Food Safety and Sanitation Compliance in Philippine Fisheries Development Authority” authored by OSD Officer-in-Charge Mr. Mc Christian Julius A.
