After acquiring the ISO 9001:2015 certification last December 2019, the Philippine Fisheries Development Authority (PFDA) – Central Office (CO) and Zamboanga Fish Port Complex (ZFPC) are now preparing for the surveillance audit this coming 4th quarter of 2020.
The Internal Quality Audit (IAQ) Team led by Ms. Gloria P. Vasquez conducted a 2-day training covering ISO 9001: 2015 and ISO 19011:2018 requirements and standards, September 17-18.
The training aims to prepare and equip the members of the PFDA IQA from PFDA – CO and ZFPC to serve as the certified auditors for the first party audit activities as part of the requirement prior to the surveillance audit to be conducted by TUV Rheinland, third party certifying body for International Organization for Standardization (ISO).
To maintain the required health standards on physical distancing due to the pandemic, the training was completely conducted virtually via Google Meet.
Mr. Christopher M. Adlawan served as the training resource person.
According to the ISO website, ISO 9001:2015 is an international standard that “specifies requirements for a quality management system (QMS) to consistently provide products and services that meet customer and regulatory requirements”.
Meanwhile, ISO 19011:2018 provides a “standard which identifies guidelines for auditing management systems including managing an audit program, the principles of auditing, and the evaluation of individuals responsible for managing the audit programs”. The Philippine Fisheries Development Authority (PFDA) is continuously improving its various corporate systems to keep up with the changes and needs of all the stakeholders.
Recently, the Regional & Municipal Project Operations Division - Operations Service Department, and Information Technology Division - Corporate Planning and Management Information Services Department collaborated to conduct a refresher training on Project Monitoring System, September 4.
The activity primarily aims to update the status of all completed municipal fish ports through the use of the Project Monitoring System (PMS).
The PMS is a PFDA internal and web-based application designed by the ITD-CPMISD which records and monitors all the projects established by the PFDA.
The system reflects the entire project management status which may commence from PFDA-initiated projects or requests of various stakeholders like Local Government Units, conduct of feasibility studies, funding status, design and detailed engineering, procurement, actual project implementation, completion and monitoring.
Meanwhile, the RMPOD-OSD is the lead unit on the facilities and assets monitoring, project pre- and post-operationalization requirement supervision, and formulation and review of operating systems development.
The event is participated by the selected representatives from PFDA Central Office and all Regional Fish Ports through a virtual conference. (Public Information Division with reports from CPMISD-ITD)

As part of the continuous initiatives to engage with various interested parties and stakeholders, the PFDA - Lucena Fish Port Complex (LFPC) recently attended the virtual conference organized by the Department of Agriculture – Regional Management Council, Region IV-A (CALABARZON), September 3.
PFDA-LFPC, represented by Port Manager Custodio L. Balaoing, Jr., also participated in the signing of pledge for “Good Governance and Zero Corruption in the Department of Agriculture”.
Led by Regional Executive Director Arnel V. De Mesa, the activity was organized by the Regional Management Committee as a response to Secretary William D. Dar’s call to the DA workforce to extend service to all the Filipinos with utmost integrity and excellence to achieve a food-secure and resilient Philippines with prosperous farmers and fisher folks.
During the meeting, Director De Mesa also presented DA’s commitments covered by the stimulus package under the “Bayanihan to Recover as One Act” such as the Productivity Enhancement Project, Income Enhancement Project, and Social Protection and Social Amelioration Project.
The stimulus package has a total of P24 billion fund which will be distributed to various DA initiatives such as direct cash loans, assistance for agri-fishery enterprises, support for Plant, Plant, Plant program, and farm-to-market roads. Led by Chairperson Leo Rafael M. Cueva, District Representative - Negros Occidental, 2nd District, the House Committee on Aquaculture and Fisheries Resources organized a virtual conference with various relevant agencies to discuss the process and updates on proposed fishery-post harvest projects under the Philippine Fisheries Development Authority, September 3.
Atty. Glen A. Pangapalan, PFDA General Manager, presented the process on the establishment of fishery post-harvest facilities like municipal fish ports which is one of the PFDA’s core mandates and updates on the proposed MFPs.
The virtual conference was also participated by the representatives from various concerned agencies such as the Department of Budget and Management (DBM), and Department of Interior and Local Government (DILG).
According to the House of Representative website, the House Committee on Aquaculture and Fisheries Resourcesleads “all matters directly and principally relating to aquaculture and fisheries production and development, the business of aquaculture, use of aquatic resources, fresh water and fisheries culture research and technology applications, aquaculture and fisheries education and training”.

All commercial fishing vessels (CRVs) at the PFDA - Lucena Fish Port Complex (LFPC) have been directed to transfer to the newly constructed Multi-Purpose Pier No. 2 (MPP-2) starting September 1.
The older Multi-Purpose Pier No. 1 will be subjected to immediate repair and rehabilitation once cleared of CRVs.
A meeting with all the concerned fishing boat operators in PFDA-LFPC was undertaken prior to the said transfer.
The new MPP-2 was completed in record time of just six months despite the quarantine restrictions brought about by the pandemic.
The construction of MPP-2 is considered the first component to be completed under the expansion and rehabilitation project of the Lucena Fish Port Complex which began last January.
The expansion and rehabilitation of the entire fish port complex is set to be completed in 2023.
Meanwhile, to share the latest updates and introduce the PFDA anew to the local community, DZEL - Lucena City Eagle Broadcasting Corp., invited the PFDA – LFPC officers in their weekly program “Programang Usapang Negosyo, Trabaho, Serbisyo, at Iba Pa”, August 30.

Port Manager Custodio L. Balaoing, Jr. and Officer-in-Charge of PFDA-LFPC - Port Maintenance and Refrigeration Division Engr. Jan Michael Rafael served as guests in the said program.
The officers from PFDA-LFPC were interviewed regarding the core missions and functions of Philippine Fisheries Development Authority as an agency.
The ongoing expansion and rehabilitation project of PFDA-LFPC was also talked about in the interview.

As part of the 44th anniversary virtual activities of the Philippine Fisheries Development Authority, the PFDA – Public Information Division organized the second episode of the PFDA Bulletin entitled “Food Safety Matters: PFDA Initiatives on Ensuring Safe Fish and Fishery Products”, which was broadcasted live via PFDA Facebook Page, August 26. |
As part of the 44th anniversary virtual activities of the Philippine Fisheries Development Authority, the PFDA – Public Information Division organized the second episode of the PFDA Bulletin entitled “Food Safety Matters: PFDA Initiatives on Ensuring Safe Fish and Fishery Products”, which was broadcasted live via PFDA Facebook Page, August 26.
The resource persons for the online program were Ms. Janet T. Manalo, Officer-in-Charge of the Regional and Municipal Projects Operations Division – OSD; Mr. Francisco Romeo G. Escandor, Officer-in-Charge of Sual Fish Port; and Mr. Nasil A. Abdul, Officer-in-Charge of Navotas Fish Port Complex - Police and Security Division.
Mr. Mc Christian Julius A. Macaranas II and Mr. Emilio Paul M. Candelaria served as the moderators and hosts of the program.
The second episode of the PFDA Bulletin provided updates on “isDA ON THE GO”, PFDA banner Corporate Social Responsibility (CSR) project. It aims to provide an affordable, steady supply of fish and fishery products to identified communities in strategic locations within Metro Manila, and various provinces like Rizal, Bulacan, Tarlac, Pampanga, Nueva Ecija, Cavite, Laguna, Batangas, and Sorsogon.
Ms. Manalo, also one of the members of the project management, served as the resource person for the isDA ON THE GO.
The episode also tackled the importance of ensuring food safety amid the pandemic, from the production, distribution, storage, preparation, and consumption of fish and fishery products.
Mr. Escandor, also a Quality Assurance Officer, presented the topic on food safety.
Ultimately, the Food Safety and Environment Management Unit (FSEMU) discussed their role as the local monitoring and coordinating body of the PFDA on concerns pertaining to compliance on food safety, proper waste management, pollution control, and other relevant fisheries and environmental laws.
Mr. Abdul, also one of the Quality Assurance Officer in NFPC, discussed the FSEMU highlights.

The Philippine Fisheries Development Authority (PFDA) is continuously adapting to the “new normal” approaches as it continuously fulfills its mandate and duty to all the stakeholders including personnel and Regional Fish Port clients.
Recently, the PFDA - Public Information Division (PID) launched the online program called “PFDA Bulletin”, a 1-hour virtual program streamed live via the official PFDA Facebook page where various topics and concerns are discussed with an expert resource person.
The launching coincides with the activities during the PFDA 44th Anniversary month.
For its maiden episode, PFDA Bulletin tackled “Health Updates: Dealing with COVID – 19 in the Workplace”, August 19.
Dr. Maritoni Jane A. Catan, PFDA Medical Consultant, served as the resource person for the topic.
Mr. Mc Christian Julius A. Macaranas II, OIC-PID; and Ms. Mary Anne Kristine R. Ramos, HRD Officer served as the moderators/hosts.
As more offices including government agencies like the PFDA opted for alternative work arrangements like working from home or shifting schedules, various initiatives are introduced particularly harnessing the power of the internet and social media.
The PFDA aims to continuously reach its personnel and stakeholders despite limitations like physical presence and provide services through similar initiatives.
The “PFDA Bulletin” will be having its Episode 2 on August 26 which will cover updates on isDA ON THE GO project, food safety and activities implemented by the Food Safety and Environment Management Unit.
