isDA ON THE GO arrives at Bulan. The Philippine Fisheries Development Authority - Corporate Social Responsibility Unit, in coordination with the Bulan Fish Port Complex (BFPC), conducted an orientation for the potential recipients of the isDA ON THE GO in Sorsogon, February 9.

During the orientation, the project team presented the isDA ON THE GO overview, objectives, current products, location, and partners. 

The event was participated by the following: Administrative Support Services Association Inc. (ASSAI) of Sorsogon State College, Sorsogon City Police Station and Police Provincial Office, and  representatives from various Local Government Units such as Irosin, Castilla, Gubat, Barcelona, Sta. Magdalena and Casiguran.

The event was also held in partnership and coordination with the Provincial Government of Sorsogon. 

Mr. Wilfredo Berdin, lead for the income generating project of ASSAI, said that the program could be a help for the low income members of the association while providing lower price options and alternatives for the local community. 

isDA ON THE GO mainly offers fresh frozen fish and fishery products at a lower price. 

Studies suggest that frozen fish products are as nutritious as its fresh counterparts with additional advantages on maintaining its quality and longer shelf life.

Led by Atty. Glen A. Pangapalan, PFDA General Manager, and Mr. Miguel B. Lamberte, Jr, Acting Assistant General Manager, the top management organized a meeting with the PFDA – Navotas Fish Port Complex clients and traders, February 4.

The meeting was organized by the PFDA – NFPC and moderated by Port Manager Luz P. Ortiz.

Mr. Eric M. Sims also presented the overview of the isDA ON THE GO, the PFDA’s flagship Corporate Social Responsibility Project, which is set for expansion this year.

The top management encouraged the port clients and traders to further support various PFDA programs and initiatives like the isDA ON THE GO to further provide affordable and accessible fish and fishery products for the public.

The following client and traders participated during the meeting: Joe Fish Dealer and Trading Services, Mindanao Food Corp., Frabelle Fishing Corp., San Miguel Food Inc., Kai Anya Foods International Corp., and Carmen’s Fish Dealer.

PFDA Navotas Fish Port Complex officials with NFPC clients and traders

 Last January 28, 2021 virtual meeting, the PFDA top management and Navotas Fish Port Complex initiated a virtual conference with registered importers and traders to discuss strategies to maintain fish supply in the market amid the growing concerns on increasing prices on agricultural products and commodities like pork, chicken and vegetables.

The traders raised some concerns like challenges on fish importation application process, higher logistic and shipping costs due to the pandemic, compounding costs added by the retailers, and shortage of stocks due to high volume of importation of neighboring countries like Thailand and Malaysia, which may be affecting the supply and prices of commodities in the market.

Officers from the Bureau of Fisheries and Aquatic Resources (BFAR) such as Dr. Juan D. Albaladejo, Assistant Director for Operations, and Ms. Sandra Victoria Arcamo, Chief of Fisheries Resources Management Division, also participated in the event.

Better IT Services. As part of the agency’s commitment to develop the automation of various internal services that will provide better services to its employees, clients, stakeholders, and the general public, the PFDA Corporate Planning and MIS Department - Information Technology Division conducted virtual training sessions on Client and Visitor Entry System (CVES) and Modified Integrated Corporate Reporting System (MICRS), January 29.

 As part of the agency’s commitment to develop the automation of various internal services that will provide better services to its employees, clients, stakeholders, and the general public, the PFDA Corporate Planning and MIS Department - Information Technology Division conducted virtual training sessions on Client and Visitor Entry System (CVES) and Modified Integrated Corporate Reporting System (MICRS), January 29.

 The virtual training sessions were participated by employees from the PFDA Central Office and Regional Fish Ports that are involved in the said systems.

 The Modified Integrated Corporate Reporting System (MICRS) was established to achieve uniformity and consistency in generating statistics on fish unloading through the use of common system, to standardize definitions of certain terminologies, and to establish an official policy uniform cut-off time for daily accounting or entry of fish unloading. 

 Meanwhile, the Client and Visitor Entry System (CVES) was created pursuant to enhance PFDA operational processes and align its systems with the current situation and to strictly monitor and document basic information of all individuals entering PFDA’s premises. The information found in this system may be used to support the requirements of concerned government agencies as required by existing laws such as Contact Tracing, among others.

 These two systems will be deployed and installed in the PFDA Corporate Information System Portal.

More affordable and accessible fish. Customers in the CAMANAVA area can now purchase and enjoy affordable frozen fish and fishery products offered by the isDA ON THE GO, the flagship banner CSR program of the Philippine Fisheries Development Authority (PFDA), after the PFDA and Fisher Mall jointly launched a new outlet in the latter's Malabon City branch, February 4.

Customers in the CAMANAVA area can now purchase and enjoy affordable frozen fish and fishery products offered by the isDA ON THE GO, the flagship banner CSR program of the Philippine Fisheries Development Authority (PFDA), after the PFDA and Fisher Mall jointly launched a new outlet in the latter's Malabon City branch, February 4. 

PFDA General Manager Atty. Glen A. Pangapalan said that more outlets will rollout soon after the Fisher Mall opening, and the project will continue to directly engage suppliers to help ease the price of the fish and fishery products.

Meanwhile, Roberto Alfonso "Obby" del Rosario, President of the Fisher Supermarket and the Irma Fishing and Trading, said that the isDA ON THE GO is an exceptional initiative of the PFDA to further stabilize the fish prices for the benefit of the public consumers amid the continuous rise of meats and poultry products.

Del Rosario further mentioned that the establishment of isDA ON THE GO in the supermarkets like Fisher Mall ensures and maintains the high quality of products. 

The launching was organized in coordination with the Navotas Fish Port Complex led by Port Manager Luz P. Ortiz and support of all the PFDA Central Office Departments.

The project was officially launched last April 8, 2019 in Antipolo City, Rizal as the pilot location, has expanded to more than 50 locations, and continues to supply affordable and quality  fish and fishery products amid the community quarantine due to COVID-19 pandemic. 

This year, the PFDA is set to expand the project to other parts of Luzon and selected areas in Visayas and Mindanao. 

The project offers various fish species including galunggong, tulingan, mackerel, cream dory, salay-salay, squid rings, pampano, mixed seafoods, tuna belly, tuna panga, among others. 

Comparing the retail prices, isDA ON THE GO frozen fish products are 30% to 40% lower than the usual market prices 

As of this writing, the project has sold more than 86,000 kilos of fish and fishery products, benefiting over 300,000 families.

Further, the isDA ON THE GO locations are distributed in four modalities: retailing market; KADIWA partnership; direct sales to groups, institutions, and villages; and market on wheels. 

This coming February 9, the PFDA will also launch another isDA ON THE GO outlet in Sorsogon Province.

Modern problems require modern solutions. The Philippine Fisheries Development Authority recently included four new systems to the PFDA Corporate Information Systems Portal which include the Online Planning and Accomplishment Reporting System, Vehicle Dispatch System, Human Resource Information System, and the Online Leave and Pass Slip Application System.

The Philippine Fisheries Development Authority recently included four new systems to the PFDA Corporate Information Systems Portal which include the Online Planning and Accomplishment Reporting System, Vehicle Dispatch System, Human Resource Information System, and the Online Leave and Pass Slip Application System. 

Led by the Corporate Planning and Management Information Services Department - Information Technology Division (CPMISD-ITD), the establishment of the portal is in line with the agency’s commitment to develop the automation of various internal services that will provide better services to its employees, clients, stakeholders, and the general public. 

The Online Planning and Accomplishment Reporting System (OPARS) is an application designed to allow online preparation and submission of plans and programs, budget proposals, and monthly accomplishment reports  based on the Agency’s vision and geared towards the direction and priorities of top management. 

The Vehicle Dispatch System (VDS) is a web-based application that aims to improve delivery of service, increase efficiency in the scheduling of vehicles and drivers, facilitate vehicle monitoring, and provide an efficient and effective reporting system.

The Human Resources Information System (HRIS) is an online solution that collects, stores, and transforms employee personal data into useful information needed for timely and efficient decision-making for management.

Finally, the Online Leave and Pass Slip Application System (OLAPAS) automates the stages involved in leave application and pass slip requests, from filing the requests to approval or rejection.

The addition of the four new systems was put into effect by PFDA Office Order No. 22 (s. 2020), which is an addendum to PFDA Office Order No. 11 (s. 2019) on the adoption of the PFDA Computerized Systems. The Office Order shall take effect in the PFDA Central Office and its Regional Fish Ports upon installation of computerized systems in each RFPs.

Other services in the PFDA Corporate Information Systems Portal include the Administrative Management Information System, Preventive Maintenance System, Daily Time Record System, Document Tracking System, IT Support Ticketing System, Acknowledgement Receipt for Equipment System, Integrated Corporate Reporting System, Online Contract Monitoring System with Client Mapping, Project Monitoring System, Modified Integrated Corporate Reporting System, and Key Performance Indicator. ISO Certified Anew. The PFDA – Central Office and RFPs namely: Navotas Fish Port Complex (NFPC), Davao Fish Port Complex (DFPC), General Santos Fish Port Complex (GSFPC), Iloilo Fish Port Complex (IFPC), Lucena Fish Port Complex (LFPC), and Zamboanga Fish Port Complex (ZFPC) secured ISO 9001:2015 recertification after passing their respective annual surveillance audit. The year 2020 ended well for the Philippine Fisheries Development Authority (PFDA) - Quality Management System (QMS) after successfully complying with the requirements of the International Organization for Standardization (ISO) 9001:2015 surveillance audits for Central Office and six of its Regional Fish Ports (RFPs).

The PFDA – Central Office and RFPs namely: Navotas Fish Port Complex (NFPC), Davao Fish Port Complex (DFPC), General Santos Fish Port Complex (GSFPC), Iloilo Fish Port Complex (IFPC), Lucena Fish Port Complex (LFPC), and Zamboanga Fish Port Complex (ZFPC), secured ISO 9001:2015 recertification after passing their respective annual surveillance audit.

The QMS for the PFDA Central Office involves Public Administration covering Project Management while the QMS for the six mentioned RFPs cover Market and Harbor Operation.

The recertification for NFPC, DFPC, GSFPC, IFPC, and LFPC were issued after the surveillance audit conducted by the SOCOTEC Certification Philippines, Inc., a recognized management systems solution provider, in the concerned offices on separate dates from December 18 – 26, 2020.

Meanwhile, certification for the PFDA Central Office and ZFPC were issued by the TUV Rheinland, another established ISO certifying body, after passing the surveillance audit on December 29, 2020.

The ISO certification for government agencies is in line with Executive Order No. 605, Series of 2007 entitled ‘Institutionalizing the Structure, Mechanisms and Standards to Implement the Government Quality Management Program, Amending for the Purpose Administrative Order No. 161, Series of 2006.’ ISO 9001 is the international standard that specifies requirements for a QMS, which ensures consistency of products and services through quality processes.

The ISO surveillance audit is conducted annually after the first successful certification to ensure that the organization is continuing to comply with ISO standards and usually takes place at the end of each year within three-year certification cycle. (Public Information Division)
