| PFDA Weekly Briefer for Weekly Fish Unloading from March 22 to 28, 2021 |
Philippine Fisheries Development Authority (PFDA) has unloaded a significant volume of 12,421.88 metric tons (MT) of fish supply for the March 22 to 28, 2021 coverage from all of its Regional Fish Ports (RFPs), a slight drop of 8.18 percent based upon a two-week comparative report from the Operations Services Department (OSD).
According to recent studies, this natural decline in fish supply may be attributed to the full moon phenomenon that affects fishing activities as many fish species tend to hide from too much light emitted by the moon. Last March 28, the Philippines witnessed its first super moon of the year called the “Super Worm Moon”.
Amid the slim contraction in this week’s catch, PFDA General Santos Fish Port Complex (PFDA-GSFPC) has registered a 31.56% increase (6,408.24 MT) compared to last week’s record.
PFDA Davao Fish Port Complex (PFDA-DFPC) has also posted a positive rise this week equivalent to 292.04 MT of unloaded fish from the previous 26.44 MT supply.
Fish is one of the most essential food supplies this Holy Week. With that, PFDA ensures enough fish for all its stakeholders by continuously working with RFPs to supply their needs this Lenten season.
To date, PFDA RFPs have unloaded a total of 577,387.57 MT of fish supply since last year’s implementation of the community quarantine.

Amid heightened COVID-19 protocols in place, Philippine Fisheries Development Authority - Central Office (PFDA-CO) in Diliman, Quezon City is ramping up its health and safety measures by continuously conducting rigorous disinfection activities to control and fight against the spread of COVID-19 virus on March 27, 2021.
PFDA General Services Division - Administrative Services Department (GSD-ASD) led the intensive disinfection activities and general cleaning of the entire office premises which were also conducted last March 16 and 20.
Aside from intensive disinfection activities, PFDA-CO also adheres to the government’s guidelines of adopting a 30% to 50% on-site capacity and implementing a work-from-home set up for its staff and personnel to provide unhampered service to all stakeholders and the public. Above everything else, PFDA ensures the safety of its employees, clients, and the public.
Now that the National Capital Region and nearby provinces are put under stricter quarantine protocol, PFDA reminds everyone to follow minimum public health standards against COVID-19 such as the proper use of face mask and shield, physical distancing, and frequent hand washing.

As part of this year’s National Women’s Month Celebration 2021, Philippine Fisheries Development Authority (PFDA), through the PFDA - Gender and Development Focal Point System (PFDA-GDFPS) and the Human Resource Division - Administrative Services Department (HRD-ASD), held an online Gender Sensitivity Orientation with the theme “Dapat Sensitive Ka!” on March 26, 2021. |
As part of this year’s National Women’s Month Celebration, Philippine Fisheries Development Authority (PFDA), through the PFDA - Gender and Development Focal Point System (PFDA-GDFPS) and the Human Resource Division - Administrative Services Department (HRD-ASD), held an online Gender Sensitivity Orientation with the theme “Dapat Sensitive Ka!” on March 26, 2021.
Mr. Francisco Romeo Escandor Jr., PFDA GAD - Technical Working Group (TWG) Overall Head, welcomed all the participants in today’s virtual event. He said that this is in line with the Philippine Commission on Women's call for every government agency to have a mainstreaming effort to discuss and become duty-bearers to promote gender sensitivity.
“This activity shows the commitment of PFDA to be more GAD-responsible. We are here to recognize the rights of every gender orientation. We are calling for everyone to be an advocate of gender sensitivity,” Mr. Escandor said.
Mr. Mc Christian Julius Macaranas II, PFDA Public Information Division Officer-In-Charge, served as the resource speaker for the event. He discussed basic introduction and ways around Sexual Orientation, Gender Identity, Expression, and Sex Characteristics (SOGIESC). He said that this orientation is one way to contribute to the promotion of women’s rights and gender equality.
“We do not have to change our ideologies right away, but this orientation will give us a better understanding and a bigger glimpse about gender sensitivity,” Mr. Macaranas said.
Staff and personnel from PFDA Legal Division, Operations Service Department, Technical Services Department, Corporate Planning and MIS Department, Finance Services Department, Internal Audit Department, Administrative Services Department, Bids and Awards Committee, Public Information Division, Sual Fish Port, and General Santos Fish Port Complex participated in the online discussion about gender sensitivity.
Mr. Emilio Paul Candelaria from the Office of the General Manager and Ms. Mary Anne Kristine Ramos from HRD-ASD served as the moderators and hosts for the said activity.

This record is by far the highest weekly unloading supply of PFDA-NFPC since January 2021. |
In view of the government’s re-implementation of a two-week general community quarantine in the Greater Manila Area, Philippine Fisheries Development Authority – Navotas Fish Port Complex (PFDA-NFPC) continues to work tirelessly to provide its stakeholders with quality and adequate fish supply.
During the March 16 to 23 period, PFDA-NFPC hit an unloading record of 5,533.76 metric tons (MT) of fish supply for consumers in the National Capital Region (NCR) and several areas in Central and South Luzon. This record is by far the highest weekly unloading supply of PFDA-NFPC since January 2021.
The volume of fish unloaded per sector was as follows: aquaculture (755.24 MT), marine (3,912.44 MT), and frozen (866.08 MT).
With one week before March ends, PFDA-NFPC has already unloaded 15,040.57 MT of fish supply, breaking its January volume of 12,404.4 MT. By the end of the month, the port is looking forward to exceeding its 15,384.9 MT record in February, following the Bureau of Fisheries and Aquatic Resources (BFAR)’s lifting of the three-month closed fishing season in several major fishing grounds.
Galunggong, bangus, tilapia, tulingan, and tamban remain as the top five fish species with the highest availability of supply.
PFDA-NFPC will continue to work night and day to make sure there is a sufficient supply of fish for all until the lifting of the community quarantine in NCR on April 4, and beyond.

In comparison from last week’s fish unloading, Philippine Fisheries Development Authority (PFDA) posted a 14.13 percent growth in the volume of unloaded fish supply, equivalent to 13,528.63 metric tons (MT), from all its Regional Fish Ports (RFPs) during the March 15-21, 2021 period.
Based on the weekly report from the Operations Services Department (OSD), the Iloilo Fish Port Complex (PFDA-IFPC) and Bulan Fish Port Complex (PFDA-BFPC) netted the highest weekly fish unloading record with 90.94% (1,781.11 MT) and 40.13% (582.23 MT), respectively.
On the other hand, Zamboanga Fish Port Complex (PFDA-ZFPC) regained its unloading volume with a 56.08% (103.25 MT) increase.
Meanwhile, Davao Fish Port Complex (PFDA-DFPC) came around from a negative percentage and logged a 502.16% (26.44 MT) rise.
In addition, General Santos Fish Port Complex (PFDA-GSFPC) is only 1.88% shy to regain increasing trend but still recorded a significant volume of 4,870.99 MT.
Moreover, Navotas Fish Port Complex (PFDA-NFPC) showed consistent increase in unloading supply with 12.35% (5,719.11 MT).
So far, PFDA has unloaded a total of 564,965.69 MT of fish since the implementation of the community quarantine in March 2020.

In a bid to revamp the regulation of its procurement activities, the Philippine Fisheries Development Authority (PFDA) conducted an orientation on Republic Act (RA) No. 9184, also known as the “Government Procurement Reform Act” (GPRA), and its 2016 Revised Implementing Rules and Regulations via teleconference on March 15-19, 2021. |
In a bid to revamp the regulation of its procurement activities, the Philippine Fisheries Development Authority (PFDA) conducted an orientation on Republic Act (RA) No. 9184, also known as the “Government Procurement Reform Act” (GPRA), and its 2016 Revised Implementing Rules and Regulations via teleconference on March 15-19, 2021.
Organized by the Human Resource Division - Administrative Services Department (HRD-ASD), the activity aims to impart and discuss the provisions of RA 9184 and its revised IRR, and to understand the law’s basic concepts and principles. Aside from that, the orientation seeks to identify how the law can be beneficial to PFDA employees, particularly the members of the Bids and Awards Committee (BAC).
On March 15, Department of Agriculture-Cordillera Administrative Region Regional Technical Director for Research and Regulations Atty. Jennilyn G. Malateo-Dawayan led the discussion on the Efficient Procurement Measures During a State of Calamity or Implementation of Community Quarantine or Similar Restrictions and Electronic Submission of Procurement Reports and the Key Features of GPRA and Procurement Organizations.
Meanwhile, GPPB Recognized Trainer Mr. Josue O. Mirabite shared his knowledge on Procurement Planning and Budget Linkage including Early Procurement Activities and Standard Bidding Procedure for Consulting Services on the second and fourth day of the activity.
On the other hand, Procurement and Supply Management Division Chief Engr. Gilbert C. Mondroy was also invited to discuss the Standard Bidding Procedures for Goods and Infrastructure Projects (third day) and Alternative Methods of Procurement (fifth day).
During the webinar, it was discussed how the provisions of the act’s IRR are in line with the commitment of PFDA to promote good governance and its effort to adhere to the principles of transparency, accountability, equity, efficiency, and economy in its procurement process.
The PFDA consistently keeps track of its bidding invitations, bidding documents, notice of award, and notice to proceed on its website. This allows its stakeholders to have access to transparent procurement reports and updates.
Representatives from the PFDA Central Office and all Regional Fish Ports participated in the five-day webinar.
