Philippine Fisheries Development Authority (PFDA) and Cooperative Development Authority (CDA) have launched the isDA ON THE GO (iOTG) partnership project in line with the celebration of the Cooperative Month 2021, held at the CDA Grounds, Cubao, Quezon City, on October 14, 2021.
Five CDA-identified cooperatives all over Metro Manila each received one top-of-the-line inverter chest freezer, which will be utilized for the selling of fresh-frozen fishery products under the iOTG initiative.
The beneficiaries of today’s launching were Homenet Producers Cooperative in Quezon City, Limardina Multi-Purpose Cooperative in Valenzuela City, Samahan ng Manininda sa Pamilihang Bayan ng Maypajo Caloocan Credit Cooperative (SAMOCA-CC), and Nuesta Señora del Rosario Credit Cooperative in Malabon City, and DOT ATDA Transport Service Cooperative in Pasay City.
As part of the iOTG expansion plan, 55 more cooperatives from various sectors will soon receive their brand new chest freezers and be part of the partnership project of PFDA and CDA.
During his message, Agriculture Secretary Dr. William D. Dar commended the partnership between PFDA and CDA in penetrating more markets in Metro Manila with high-quality and budget-friendly fishery products. He believes that food security is equal to handling and managing the COVID-19 pandemic, which is what isDA ON THE GO is all about.
“I consider this event today as a very historic event because we are expanding our partnership with CDA in promoting and enhancing cooperative development of the country, particularly in the fisheries sector. With this partnership opportunity between PFDA and CDA, there will now be a new system of delivering and marketing affordable fisheries products and other commodities through empowered cooperatives in Metro Manila,” Secretary Dar said.
In addition, CDA Chairperson Undersecretary Joseph B. Encabo expressed his heartfelt gratitude towards Secretary Dar and PFDA General Manager Atty. Glen A. Pangapalan for this significant partnership. He said this is the start of a new beginning towards helping small, micro, and medium cooperatives to engage and strengthen their capabilities and livelihood programs.
“This is a project born out of a joint initiative of the PFDA and CDA in the unanimous goal of uplifting and empowering cooperatives in the fisheries sector. It is my greatest hope that this fruitful partnership with the Department of Agriculture, through the PFDA, shall further blossom and thrive towards many more collaborative projects,” USec. Encabo expressed.
To formally launch the collaboration project, GM Pangapalan and CDA Chairperson USec. Encabo inked a Memorandum of Understanding that was witnessed by Secretary Dar and CDA Assistant Secretary (ASec.) Dr. Virgilio R. Lazaga.
Subsequently, representatives from the CDA-identified cooperatives signed a contract agreement with PFDA.
Ms. Cecilia Lim of SAMOCA-CC said that being one of the recipients of the iOTG partnership between PFDA and CDA is a great opportunity not just for their cooperative, but also for their customers.
“Kami po ay lubos na nagpapasalamat sa CDA at PFDA dahil ito po ay malaking tulong sa aming kooperatiba lalo na sa amin na nag-uumpisa pa lamang,” Ms. Lim expressed.
On the other hand, Ms. Mirna Magbitang, Founding Chair of Homenet Producers Cooperative, said that they are very thankful to PFDA and CDA because, through this iOTG partnership project, we know that we can help the fisherfolk from the different areas in the Philippines who are having problems with selling their products.
“This is one initiative which we know is towards empowering communities and the members of the cooperatives. More power to CDA and PFDA. We will be looking forward to more partnerships in the future other than iOTG, if possible,” Ms. Magbitang said.
USec. for Agri-Industrialization and for Fisheries Cheryl Marie Natividad-Caballero, Asec. Noel O. Reyes, and Bureau of Fisheries and Aquatic Resources Director Commodore Eduardo B. Gongona graced today’s activity. Members of the iOTG team of PFDA, including Operations Services Department (OSD) Manager Mr. Eric M. Philippine Fisheries Development Authority (PFDA) conducted an orientation about the agency’s isDA ON THE GO (iOTG) partnership project with the Cooperative Development Authority (CDA) to prospective cooperative beneficiaries across Metro Manila, held on October 13, 2021, via teleconference.
Led by the PFDA – Operations Services Department (OSD), representatives from five CDA-identified cooperatives attended the orientation where the main objectives of the iOTG project were given light. They also discussed iOTG as one of the sources of fishery products during the COVID-19 pandemic.
Acting Assistant General Manager Ms. Iris R. de Vera welcomed all the participants for today’s activity. “This partnership with CDA and its member cooperatives is just the beginning of the expansion of iOTG to deliver affordable and high-quality fishery products to more marginalized areas in Metro Manila and nearby provinces,” de Vera said.
Subsequently, Ms. Camille An Moog of OSD delivered an in-depth presentation about the iOTG operation, including the project’s business model, product lines, distribution channels, partner outlets, and accomplishments. In addition, Moog presented the agency’s ways forward for the iOTG expansion project, which includes the delivery of inverter chest freezers to 60 cooperatives of the marginalized sector under the CDA.
To take advantage of this partnership project between PFDA and CDA, cooperatives must adhere to several requirements and must achieve certain criteria. The CDA-certified cooperatives must: (1) sign a contract agreement with PFDA; (2) have at least 6 square meters of space; (3) can oversee and process point of sale purchase; (4) have the capacity for bookkeeping and asset inventory management; (5) have a minimum of three years in operation; (6) have a CDA Certificate of Good Standing; and (7) preferably with members from the marginalized sector.
Moog also presented the roles and responsibilities of PFDA and the CDA cooperatives once the partnership occurs.
Regional & Municipal Project Operations Division Chief Ms. Janet T. Manalo facilitated the open forum where she responded to questions, comments, and feedback from members of CDA and representatives of the participating cooperatives. Some concerns about requirements and the delivery process of fishery products were also given further clarification.
During the discussion, Manalo assured the cooperatives that the fishery products sold under iOTG are from PFDA-accredited suppliers and of high quality.
Representatives of Barangay Marcelo Green Multi-Purpose Cooperative (MPC) in Parañaque City, Homenet Producers Cooperative in Quezon City, Limardina MPC in Valenzuela City, Samahan ng Manininda sa Pamilihang Bayan ng Maypajo Caloocan (CC), and Nuesta Señora del Rosario CC in Malabon City actively participated in today’s activity. Philippine Fisheries Development Authority (PFDA) Administrative Services Department – Human Resource Division (ASD-HRD), together with BusinessCoach, Inc., conducted a webinar on Customer Service Training to upgrade the agency’s current customer service standards, held on October 4, 2021.
With the interest of having satisfied consumers and industry partners a number one priority, the agency organized this online training to enhance the participants’ knowledge and skills on various techniques regarding customer service.
The training proper was conducted by BusinessCoach, a provider of quality business seminars that would enhance skills and contribute to entrepreneurial or career success.
PFDA firmly believes that having a solid relationship with its customers, clients, and stakeholders will lead to a food-secure and resilient Philippines.
Employees across all PFDA Regional Fish Ports and Central Office participated in the webinar.

Philippine Fisheries Development Authority (PFDA) received a Certificate of Appreciation from the Civil Service Commission (CSC) for the unrelenting efforts and extraordinary services rendered by the agency’s government frontliners amidst the COVID-19 pandemic, held on September 27, 2021.
The award was given during the Appreciation Program for Government Frontliners, wherein the admirable courage and dedication of PFDA employees in providing unhampered services and performing their sworn duties despite the dangers brought by the pandemic were given due credit.
In addition, the recognition was in honor of the agency’s priceless contributions in providing an adequate supply of fishery products for its client, stakeholders, and the public and mitigating the effects of the COVID-19 crisis and other crises experienced since last year.

In the pursuit of ensuring compliance with guidelines relating to personnel actions, Philippine Fisheries Development Authority (PFDA) Administrative Services Department - Human Resources Division (ASD-HRD) teamed up with the Civil Service Commission (CSC) to conduct a two-day webinar on Omnibus Rules and Appointments and Other Human Resource Action (ORAOHRA), held on September 29-30, 2021.
The said conference focused on enhancing participants’ knowledge and skills about the rules and regulations about the appointment, promotion, reassignment, separation, and other human resource actions in the civil service. The talk was led by CSC Field Office – Department of Agriculture Director Ms. Fe P. Lacaba.
Human Resource Management officers from all PFDA Regional Fish Ports and Central Office, as well as several Top Management officials, have participated in the successful two-day ORAOHRA orientation.

PFDA WEEKLY BRIEFER FOR THE SEPTEMBER 27 TO OCTOBER 3, 2021 UNLOADING PERIOD
As we enter the final quarter of the year, Philippine Fisheries Development Authority (PFDA) Regional Fish Ports (RFP) recovered from weeks of decline after delivering 8,216.73 metric tons (MT) of fish or equivalent to a 3.19 percent increase during the September 27 to October 3, 2021 period.
According to a two-week comparative report prepared by the Operations Services Department (OSD), the PFDA – Iloilo Fish Port Complex (PFDA-IFPC) led the fish ports in achieving this much-awaited increase. Data showed that PFDA-IFPC registered a 71.07% increase (594.93 MT).
Moreover, the PFDA – Lucena Fish Port Complex (PFDA-LFPC) is on its three-week streak of increasing unloading volume. This week, the port unloaded 320.81 MT of fish (a 12.64% increase).
In addition, the PFDA – Sual Fish Port (PFDA-SFP) delivered 145.08 MT of fish (57.01% increase).
Subsequently, PFDA – Zamboanga Fish Port Complex (PFDA-ZFPC) doubled its weekly unloading volume to 349.80 MT (115.16% increase) following last week’s slump.
Finally, the PFDA – Navotas Fish Port Complex (PFDA-NFPC) significantly recovered from a slight dip and recorded 2,867.37 MT of fish (25.82 % increase).
With this week’s positive unloading, the agency’s isDA ON THE GO (iOTG) Flagship Project continues to offer affordable and high-quality fishery products to all its consumers.
Based on the report, the project welcomed the month of October by selling 0.49 MT of fresh-frozen fish.
As of October 3, the iOTG initiative has sold 126.92 MT of fishery products since the pandemic hit last March 2020.

Philippine Fisheries Development Authority (PFDA) hit various areas across the National Capital Region with its isDA ON THE GO retail markets as part of the expansion of the agency's iOTG Flagship Project, held on October 2, 2021.
Led by the PFDA – Navotas Fish Port Complex (PFDA-NFPC) iOTG team, some of the new reefer vans that were blessed earlier in the week were deployed within NCR target communities to extend the delivery of adequate fishery products nationwide.
The iOTG team went to seven locations within Metro Manila to sell around 500 kilograms of affordable fish and fishery products (i.e., bangus, tilapia, galunggong, pampano, lapu-lapu, maya-maya, salay ginto, tanigue, tuna, shrimp, and squid).
Locations include Angela Village Basketball Court, Brgy. Talon Kuatro; Pamplona Park Subdivision, Brgy. Pamplona Dos; and Cittadella Executive Village, Brgy. Pulang Dos in Las Piñas City, Multi-purpose Court, Chico Street, Brgy. Quirino 2A; Brisbane Court, Vista Real Subdivision, Brgy. Matandang Balara; and Don Antonio Heights in Quezon City, and Parkside Villas, Newport in Pasay City.
