In a bid to boost the agency’s combined effort of transparent and efficient procurement activities, Philippine Fisheries Development Authority (PFDA) organized the training on Republic Act (RA) 9184 otherwise known as the “Government Procurement Reform Act” and its 2016 Revised Implementing Rules and Regulations at the Commission on Audit – International Training Center and Dormitory (COA-ITCD) in Tagaytay City on December 11 to 13, 2023.

The three-day training organized by the Administrative Services Department - Human Resources Division (ASD-HRD) aims to continually update the concerned committees and procurement personnel on the RA 9184 laws, specifically for Alternative Methods of Procurement, Planning and Budgeting Linkages, Procurement Reports, and Preparation of Bidding Documents and to improve the procurement process of the PFDA.

The topics discussed during the training include the latest GPPB Issuances and Updates, Procurement 101, Procurement Planning and Budget Linkage, including Early Procurement activities, and Alternative Methods of Procurement.

In addition, the resource speakers also talked about the Preparation of the 6th edition of Philippine Bidding Documents for Goods and Services and/or Infrastructure Projects, the Procurement Monitoring Report and overview of Agency Procurement Compliance and Performance Indicators, and Agency Procurement Compliance and Performance Indicators.

Mr. Leoncio A. Arellano, Acting Chief Administrative Officer, Department of Budget and Management (Region 4-A), Dr. Carina S. Cruz, Chief Administrative Officer, Department of Interior and Local Government (Region 4-A), and Dr. Gilchor P. Cubillo, Professor III, Cavite State University served as the resource speakers during the GPPB orientation.

Some 50 members of the new and existing members of the Bids and Awards Committee (BAC), Special Bids and Awards Committee (SBAC), Regional Bids and Awards Committee (RBAC), and procurement unit personnel actively participated during the three-day training.
