Trigger Warning: Talk and mention of Sexual Harassment and Rape
Philippine Fisheries Development Authority (PFDA) conducted a Seminar-Workshop on the 2017 Rules on Administrative Cases in the Civil Service and Sexual Harassment Cases on July 10, 2024 at the University Hotel, University of the Philippines, Diliman, Quezon City.
The objective of the seminar-workshop is to provide participants the necessary information in dealing with a situation that calls for the filing of administrative cases, the conduct of preliminary investigation, formal hearing, imposition of penalties, determination of kinds of offenses, and modes of review. The seminar-workshop also covered principles, concepts, Supreme Court Rulings, and other relevant jurisprudence and remedies pertaining to administrative cases.
The resource speakers are Atty. Kerwin Rey B. Mayor and Atty. Shekinah Kitta H. Delgado of the Civil Service Commission (CSC).
Atty. Delgado also discussed several sexual harassment cases and scenarios – ranging from catcalling/wolf-whistling to inappropriate touching to actual rape. She also discussed appropriate disciplinary action or punishment to the case. The participants also engaged in a workshop in which they were given scenarios and they will identify what appropriate action to be taken.
The seminar-workshop was attended by thirty-seven (37) officials and personnel from PFDA Central Office and Regional Fish Ports (RFP). PFDA Acting General Manager Atty. Glen A. Pangapalan and PFDA Assistant General Manager Ms. Iris R. De Vera also attended the seminar-workshop.
The one-day activity was organized and facilitated by the PFDA Human Resources Division-Administrative Services Department (HRD-ASD) and PFDA Legal Division (LD).
